MINUTES OF SPECIAL MEETING
Thursday, September 6,2001
The Owasso City Council met in special session on Thursday, September 6, 2001 in the Lower
Level Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at II :00 a.m. on Tuesday, September 4,2001
ITEM I: CALL TO ORDER
Mayor Barnhouse called the meeting to order at 6:04 p.m.

A quorum was declared present.
ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
PROPOSAL TO DREDGE THE LAKE (OW ASSO LAKE) LOCATED SOUTH OF
86TH STREET NORTH AT THE BAILEY RANCH GOLF CLUB.
Mr Mitchell said that this item was the result of dredging occurring at Owasso Lake without
action taken by the Council. Material in the Owasso Lake is the property of the City of Owasso.
Since some material has already been removed from the lake, a solution needs to be found.
Mr Cates referred to Section 4-3 of the City Charter, which mandates a non-emergency
ordinance with a 30-day referendum period for the sale of any city property valued at more than
$25,000. Section 4-4 of the Charter speaks to public improvements and the requirement for
public competitive bidding. In order to resolve the immediate problem, Mr Helm moved,
seconded by Mr Brogdon, to declare 5000 yards of material in Owasso Lake as surplus to the
needs of the city, and transfer the material to Horizon Construction in return for Horizon
Construction's removal of the material from the Lake.

Motion carried 4-0, and the meeting was adjourned at 7:20 p.m.
