Un Tuesday, February 16, 1988 the Owasso Public Works Authority met in a
regular session in the Council Chambers at the Community Center per the
Notice Public Meeting and Agenda posted on the City Hail bulletin board at
4:00 p.m. on Friday, February 12, 1988.
IILM 1: CALL TO ORDER.
The meeting was called to order at 1U:01 p.m. with Chairman Stockler presiding.

ITEM 3: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF FEBRUARY 2, 1988 .
A motion was made by S. Lamb, seconded by P. Marlar, to approve the minutes
of February 2, 1988, as written, by reference made apart hereof.

IIEM 4: CONSIDERATION AND VOTE 10 APPROVE THE WARRANTS.
A motion was made by M. Thompson, seconded by J. Phillips, to approve the
warrants as follows: (1) $49,328.OS and (2) Payroll $12,S97.27.
AYE: Thompson, Phillips, Lamb, Marlar, Stockler
NAY: None
MOTION: Carried 5-0
ITEM 5: CONSIDERATION AND VOTE TO AUTHORIZE THE CITY MANAGER TO ADVERTISE AND
SOLICIT BIDS FOR THE PURCHASE OF ONE UTILITY TRACTOR AND GANG RIGHT-
OF-WAY MOWER.
Mr. Ray presented this item to the Trustees stating all three of the City's
mowers are equipped with "brush hog" type mowers. With added mowing responsi-
bilities, staff is requesting using the monies budgeted for a heavy duty vacuu
to be expended for the above item. The amount budgeted in the Sewer Departmen
is $18,400.00. Mr. Ray asked the Trustees to approve this request and be dir-
ected to prepare changes in the approved budget necessary to make the purchase.
A motion was made by P. Marlar, seconded by M. Thompson, to approve the reques
to advertise for bids and make the necessary budget changes.

ITEM 6: REVIEW OF CITY MANAGER'S REPORT ON REFUSE COLLECTION SYSTEM AND UPDATE
OF THAT REPORT TO INCLUDE RECOMMENDATIONS FOR EQUIPMENT NEEDS.
Mr. Ray gave a favorable report on the new refuse system that was put in place
effective February 1. He stated the crews are handling 2 % more pick-ups in
80% of the time. He went on to say a new incentive program has gone into
effect and it seems to be working well. He gave the Trustee's a written report
outlining the equipment requests.

BIDS FOR THE PURCHASE OF THE "TRASH TRUCK" AND THE TOTAL RENOVATION OF
ONE 1RUCK CURRLNI-LY OWNED BY THE CITY.
Mr. Ray asked the Trustees to approve this recommendation.
A motion was made by J. Phillips, seconded by M. Thompson, to authorize the
City Manager to advertise for bids for one new sideloader refuse truces: and ad-
vertise for bids for the complete rennovation of our existing 1981 sideloader.
