On Tuesday, March 15, 1988, the Owasso Public Works Authority met in a regular
session in the Council Chambers at the Community Center per the Notice of
Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m.
on Friday, March 11, 1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Vice -Mayor Thompson presiding
ITEM 2: ROLL CALL.
PRESENT: Mark Thompson, Vice -Chairman
Patricia Marlar, Trustee
Stacy Lamb, Trustee
John Phillips, Trustee
Rodney Ray, City Manager
Ronald Cates, O.P.W.A. Attorney

ITEM 3: CONSIDERATION TO APPROVE THE MINUTES OF MARCH 1, 1988.
A motion was made by S. Lamb, seconded by J. Phillips, to approve the minutes
of March 1, 1988, as written, by reference made a part hereof.

ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS.
A motion was made by J. Phillips, seconded by S. Lamb, to approve the warrants
as follows: (1) $57,614.OS and (2) Payroll $13,675.84.

ITEM 5: CONSIDERATION TO APPROVE A REQUEST TO AUTHORIZE THE CHAIRMAN TO ENTER
INTO AN AGREEMENT WITH MID-CONTINENT PAPER COMPANY SETTING BASE PRICES
FOR THE PURCHASE OF RECYCLED MATERIAL FROM THE CITY.
Mr. Ray presented this item to the Trustees stating he has researched a number
potential purchaers of recyced material. Mid -Continent is the largest recycl-
ing firm in the United States and has been in Tulsa for fifty years. Recycling
is their primary business. He recommended to the Trutees to approve a one year
contract with Mid -Continent.
Mr. Fred Swinson with Mid -Continent answered questions for the Trustees.
After discussion, a motion was made by P. Marlar, seconded by J. Phillips, to
authorize the Chairman to enter into the requested contract with Mid -Continent.

TIEM 6: CONSIDERATION TO APPROVE A REQUEST FOR THE EXPENDITURE OF FUNDS NOT TO
EXCEED $11,700.00 FOR THE PURPOSE OF CONSTRUCTING A REFUSE "CONVEN-
IENCE STATION" AND RECYCLE CENTER.
Mr. Ray showed the Trustees a drawing to the proposed "Convenience "Station and
gave a break -down of cost. He stated with approval the projected start-up date
is May 1, 1988.
A motion was made by J. Phillips, seconded by P. Marlar, to approve the expend-
iture as requested.

ITEM %: CONSIDERATION TO APPROVE AWARDING THE BID 10 WILLIAMS REFUSE COMPANY
IN THE AMOUNT OF $93,850.00 FOR THE PURCHASE OF ONE SIDE -LOADING
REFUSE TRUCK.
Mr. Ray stated bids were opened per Notice to Bidders on March 9, 1988. One
bid was received. Staff reviewed the bid and all specifications were met and
he recommended awarding the bid to Williams Refuse Company or if the Trustees
so desired the item would be re -bid.
After discussion, a motion was made by S. Lamb, seconded by P. Marlar, to award
the bid to Williams Refuse Company in the amount of $93,850.00.

ITEM 8: CONSIDERATION TO APPROVE AWARDING THE BID TO KEYSTONE EQUIPMENT COM-
PANY IN THE AMOUNT OF $21,608.00 FOR THE PURCHASE OF ONE TRACTOR AND
"BATWING" MOWER.
Mr. Ray again stated bids were opened per Notice to Bidders on March 9, 1988.
Five bids were received. Staff reviewed the bids and only one bidder met or
exceeded all specifications. He recommended awarding the bid to Keystone.
After review and discussion by Trustees, a motion was made by J. Phillips,
seconded by S. Lamb, to award the bid to Keystone Equipment in the amount of
$21,608.00.

ITEM 9: CONSIDERATION TO APPROVE A REQUEST TO AUIHURIZE THE CI1Y MANAGER TO
DISPOSE OF CERTAIN PROPERTY AT PUBLIC AUCTION AND DECLARING SUCH PRO-
PERTY SURPLUS TO ]HE NEEDS OF THE AUTHORITY.
Mr. Ray reviewed a list of surplus items with the Trustees.
After discussion, a motion was made by P. Marlar, seconded by J. Phillips, to
declare materials and equipment surplus as presented.(See attached Exhibit "A")

MOTION: Carried 4-0
11EM 10: CONSIDERATION AND ACTION ON A CLAIM AGAINST THE AUTHORITY FILED BY
RICK WILLIAMS FOR DAMAGES DUE -10 SEWER BACK-UP.
Mr. Ray stated he had reviewed this claim and it is his recommendation to deny
payment based on the information he received from staff.
After discussion and questions, Vice -Chairman Thompson deferred this item to
the next meeting so additional information could be received.
11EM 15: (ADDENDUM TO AGENDA) CONSIDERATION TO APPROVE A REQUEST TO EXPEND
FUNDS FOR A COMPLETE PUMP OVERHAUL OF THE JETTER UNIT USED BY THE
SEWER DEPARTMENT IN THE AMOUNT OF $1,995.00.
Mr. Ray stated this is a request from the Sewer Department to return this piece
of equipment to top working condition. He recommended approval.
After questions by the Irustees, a motion was made by J. Phillips, seconded by
S. Lamb, to approve the request to expend $1,995.00 as recommended.
