On Tuesday, May 17, 1988, the Owasso Public Works Authority met in a regular
session in the Council Chambers at the Community Center per the Notice of
Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m.
on Friday. May 13, 1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 8:53 p.m. with Chairman Lamb presiding.
ITEM 2 : ROLL CALL.

ABSENT: None
ITEM 3: CONSIDERATION TO APPROVE THE MINUTES OF MAY 3, 1988.
A motion was made by P. Marlar, seconded by V. Stockler, to approve the minutes
of May 3, 1988, as written, by reference made a part hereto.

ITEM 4: CONSIDERATION TO APPROVE THE WARRANTS.
A motion was made by P. Marlar, seconded by V. Stockler, to approve the
warrants as follow: (1) $31,136.88 and (2) Payroll $16,238.53.

ITEM 5: REQUEST APPROVAL TO SOLICIT BIDS FOR THE COMPLETE RENOVATION OF
ONE "LODAL" REFUSE TRUCK.
Mr. Ray presented this item to the Trustees stating this has been
approved previously and this is in bid form for approval.
A motion was made by P. Marlar, seconded by V. Stockler, to approve the
soliciting of bids on this renovation.

ITEM 6: REQUEST APPROVAL TO SOLICIT BIDS FOR THE CONSTRUCTION OF 423 FEET
OF SCREENING FENCE TO BE LOCATED BETWEEN CITY PROPERTY AND RESIDENTIAL
PROPERTY AT THE CITY SHOP AREA.
Mr. Ray stating in a similiar situation, the City would require a proper
screening fence between two different zoning uses and stated it has been
pointed out to him the fact that the City should follow the same requirements.
He asked for approval of this request.
A motion was made by M. Taylor, seconded by V. Stockler, to approve the
soliciting of bids for the screening fence.

ITEM 7: REQUEST AUTHORIZATION FOR THE CHAIRMAN TO ENTER INTO A CONTRACT WITH
ENLOW FORD TRACTOR IN SAPULPA TO PROVIDE ONE (1) TRACTOR AND MOWER
UNDER COMPETATIVE BIDS ORIGINALLY ACCPETED IN MARCH AND AWARDED TO
KEYSTONE EQUIPMENT COMPANY. THE AMOUNT REQUESTED IS $20,719.00.
Mr. Ray stated Keystone Equipment will not be able to meet their delievery date
and since the equipment is needed now for this mowing season, he asked the
Trustees to approve awarding the contract to the second lowest bidder.
A motion was made by P. Marlar, seconded by V. Stockler, to authorize the
Chairman to enter into a contract with Enlow For Tractor in the amount of
$20,719.00 for a tractor and mower.

ITEM 8: CORRECTION: REQUEST TO DESIGNATE DATASTREAM SYSTEMS, INC. AS SOLE
SOURCE SUPPLIER FOR SEWER TREATMENT PLANT SOFTWARE AND APPROVAL TO
PURCHASE SOFTWARE FROM DATATSTREAM SYSTEMS, INC. IN THE AMOUNT OF
OF $4,840.00.
Mr. Ray stated a grant has been received from E.P.A. for the purchase of soft-
ware for maintenance and operation of the new sewer treatment plant. The grant
is in the amount of $4,370.00. Our share is $470.00. The only vendor of this
software package is the producer of the "Datastream ". They are located in
Greenville, South Carolina. If this is bid from dealers then a commission will
be placed on the price which would be counterproductive to the Authority. For
these reasons, Mr. Ray recommended to the Trustees that this item be declared
as a need with a "sole source" supplier.
After discussion, a motion was made by M. Thompson, seconded by M. Taylor, to
declare this software from "Datastream" as a need and "Datastream Systems" as a
"sole source" supplier and approving purchase in the amount of $4,840.00.

ITEM 9: REPORT TO THE TRUSTEES RELATING fO THE CONSTRUCTION AND OPERATION OF
THE OWASSO CONVENIENCE STATION AND RECYCLE CENTER.
Mr. Ray gave on update report on the opening operations.
ITEM 14: ADDENDUM TO AGENDA: CONSIDERATION TO AWARD THE BID ON BULK PURCHASE
OF NINETY (90) GALLON CAPACITY POLY -CARTS.
Mr. Ray stated bids were received and opened per the Notice to Bidders. Only
one bid was received from Williams Refuse and Equipment Co. Inc., in the amount
of $52.37 per poly -cart with minimum orders of 100. This bid is guaranteed
from June 1, 1988 through June 30, 1989. Mr. Ray stated this is higher than
we are currently paying.
Mr. Williams, the vendor, was present and stated this bid amount is taking in
consideration a price increase from his supplier since we are requesting a 13
month bid.
After discussion, a motion was made by M. Thompson, seconded by V. Stockler, to
award the bid to Williams Equipment Co., Inc. in the amount of $�)2.37 per poly -
cart when purchased in minimum orders of 100.

ITEM 15: ADDENDUM TO AGENDA: CONSIDERATION TO AWARD THE BID ON ONE (1) FOUR -
GAS MONITOR.
Mr. Ray stated bids were received and opened per the Notice to Bidders with two
bids received. Mr. ray continued by stating staff has reviewed the bids and
specification and Boren Safety, Inc. was the low bidder in the amount of
$1,865.00 and met all specifications. The other bid from Neotronics did not
meet specifications. He recommended approval of this item stating it is not a
budgeted item but there is money in the Sewer Department to expend for this
much needed item.

After discussion, a motion was made by P. Marlar, seconded by V. Stockler, to
award the contract to Boren Safety, Inc. in the amount of $1,865.00.

Chairman Lamb asked for a motion to adjourn.
