HomeMy WebLinkAbout1988.08.02_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY PAGE ONE AUGUST 2, 1988 On Tuesday, August 2, 1988 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board on Friday, July 29, 1988. ITEM 1: CALL TO ORDER.. The meeting was called to order at 7:35 p.m. with Chairman Lamb presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Chairman Lamb. ITEM 3: ROLL CALL. PRESENT: Stacy P. Lamb, Chairman Patricia Marlar, Vice Chairman Mark Thompson, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: Von E. Stockler, Trustee John P. Phillips, Trustee A quorum was declared present. ITEM 4: REQUEST TO APPROVE THE MINUTES OF JULY 19, 1988. A motion was made by P. Marlar, seconded by M. Thompson, to approve the minutes, as written, by reference made a part hereto. AYE: Marlar, Thompson, Lamb NAY: None MOTION: Carried 3-0 1 OWASSO PUBLIC WORKS AUTHORITY PAGE TWO AUGUST 2, 1988 ITEM 5: REQUEST TO APPROVE THE WARRANTS. A motion was made by M. Thompson, seconded by P. Marlar, to approve the warrants as follows: (1) $75,523.50 and (2) Payroll $18,861.43. AYE: Thompson, Marlar, Lamb NAY: None MOTION: Carried 3-0 ITEM 6: REQUEST TRUSTEE AUTHORIZATION TO SOLICIT FOR BIDS ON A SIX MONTH SUPPLY OF WATER METERS AND REPAIR PARTS. Mr. Ray presented this item to the Trustees stating this request is for meters with remote reading capability. These meters would be used in the two new subdivisions now being developed. These are Elm Creek Blocks 41-42 and Copper Meadows. This type meter would be more efficient and time saving. After discussion, a motion was made by M. Thompson, seconded by P. Marlar, to authorize the solicition as requested. AYE: Thompson, Marlar, Lamb NAY: None MOTION: Carried 3-0 ITEM 7: REQUEST FOR RECONSIDERATION OF A CLAIM AGAINST THE CITY FILED BY RICK AND KARRIE WILLIAMS. Mr. Ray presented this item to the Trustees stating on April 5, 1988 the Authority denied this claim. Recently new information has come forward concerning this sewer back-up damage claim. He asked the Trustee to reconsider this claim. Mrs. Williams was present to answer questions of the Trustees. After discussion, a motion was made by P. Marlar, seconded by M. Thompson, to approve the total claim in the amount of $151.50 as presented by Mrs. Williams. 4 OWASSO PUBLIC WORKS AUTHORITY PAGE THREE AUGUST 2, 1988 AYE: Marlar, Thompson, Lamb NAY: None MOTION: Carried 3-0 ITEM 12: (ADDENDUM TO AGENDA) CONSIDERATION OF PROPOSALS SUBMITTED BY FINANCIAL ADVISORS AND BOND COUNSEL; TRUSTEES VOTE TO SELECT A FINANCIAL ADVISOR FOR THE PURPOSE OF ADVISING THE CITY REGARDING AN ELECTION TO EXTEND THE SALES TAX LEVY AND OTHER BOND ISSUES. A motion was made by P. Marlar, seconded by M. Thompson, to select Neito and Associates as financial advisors and give the City Manager the authority to negotiate the fees. AYE: Marlar, Thompson NAY: Lamb MOTION: Carried 2-1 Chairman Lamb stated he would like the record to show his concern for the totally unacceptable and unprofessional manner in which the selection process was implimented. He voiced great concern with selecting the highest dollar proposal with no valid justifi- cation when four other firms have submitted more detailed and professional proposals at a lesser cost to the City. ITEM 8: REPORT FROM O.P.W.A. MANGER. No report. ITEM 9: REPORT FROM O.P.W.A. ATTORNEY. No report. ITEM 10: NEW BUSINESS.
