AUGUST 5, 1988
On Friday, August 5, 1988 the Owasso Public Works Authority met
in a special session in the Council Chambers at the Community
Center per the Notice of Public Meeting and Agenda posted on the
City Hall bulletin board at 4:00 p.m. on Wednesday, August 3,
1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 6:21 p.m. with Chairman Lamb
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Chairman Lamb.
ITEM 3: ROLL CALL.
PRESENT: Stacy P. Lamb, Chairman
Patricia Marlar, Vice Chairman
Mark Thompson, Trustee
Von E. Stockler, Trustee
John P. Phillips, Trustee
Rodney J. Ray, City Manager
Ronald D. Cates, O.P.W.A. Attorney
Jane Buchanan, Secretary
ABSENT: None
ITEM 4: CONSIDERATION OF PROPOSALS SUBMITTED BY FINANCIAL
ADVISORS AND BOND COUNSEL; TRUSTEE VOTE TO SELECT A
FINANCIAL ADVISOR FOR THE PURPOSE OF ADVISING THE
AUTHORITY REGARDING AN ELECTION TO EXTEND THE SALES TAX
LEVY AND OTHER BOND ISSUES.
Mr. Ray presented this item to the Trustees stating the City had
received a letter of resignation from Neito and Associates as

financial advisors so that a replacement must be selected. He
stated he had contacted the other firms that had submitted
proposals to see if they were interested in representing the City
as financial advisors. Woolsey & Company and Evan L. Davis
asked to withdraw their proposals from consideration. Staff from
Leo Oppenheim and Stifel, Nicholaus were present and gave a brief
update presentation on their proposals.
A motion was made by P. Marlar, seconded by J. Phillips, to
select Leo Oppenheim Company as financial advisors for the
Authority on the upcoming bond issue.
AYE: Marlar, Phillips, Stockler, Thompson, Lamb
NAY: None
MOTION: Carried 5-0
ITEM 5: ADJOURN.
With there no further business to be brought before the Trustees,
Chairman Lamb asked for a motion to adjourn.
A motion was made by M. Thompson, seconded by J. Phillips, to
adjourn.
AYE: Thompson, Phillips, Marlar, Stockler, Lamb
NAY: None
MOTION: Carried 5-0
Meeting was adjourned at 6:25 p.m.
