On Tuesday, August 16, 1988 the Owasso Public works Authority met
in a regular session in the Council Chambers at the Community
Center per the Notice of Public Meeting and Agenda posted on the
City Hall bulletin board on Friday, August 12, 1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 9:28 p.m. with Chairman Lamb
presiding.
ITEM 2: ROLL CALL.
PRESENT: Stacy P. Lamb, Chairman
Patricia Marlar, Vice Chairman
Mark Thompson, Trustee
John P. Phillips, Trustee
Rodney J. Ray, City Manager
Ronald D. Cates, O.P.W.A. Attorney
Jane Buchanan, Secretary
ABSENT: Von E. Stockler, Trustee
A Quorum was declared present.
ITEM 3: REQUEST OT APPROVE THE MINUTES OF AUGUST 2, 1988 AND THE
MINUTES OF AUGUST 5, 1988.
A motion was made by M. Thompson, seconded by P. Marlar, to
approve the minutes, as written, by reference made a part hereto.
AYE: Thompson, Marlar, Phillips, Lamb
NAY: None
MOTION: Carried 4-0
ITEM 4: REQUEST TO APPROVE THE WARRANTS.
A motion was made by M. Thompson, seconded by P. Marlar, to
approve the warrants as follows: (1) $85,802.10 and (2) Payroll
$18,822.98.

ITEM 5: REQUEST FOR APPROPIATION OF FUNDS IN THE AMOUNT OF
$11550.00 FOR THE PURPOSE OF CONDUCTING A PILOT PROJECT
RELATING TO THE PRIVATIZATION OF METER READING
ACTIVITIES.
Mr. Ray presented this item to Council stating the staff is
currently involved in an in-depth evaluation of the OPWA
operation. As was the effort to increase efficiency in the re-
fuse department, the water and sewer department services are
being evaluated. This project, if successfully, will give us a
tool to use in implementing cost effective criteria in the meter
reading department. He asked for $1,503.00 for this project and
recommended implimenting this pilot project.
After discussion, a motion was made by P. Marlar, seconded by M.
Thompson, to approve $1,500.00 for the pilot project as
requested.

ITEM 9: ADJOURN.
With there being no further business to be brought before the
Trustees, Chairman Lamb asked for a motion to adjourn.
A motion was made by M. Thompson, seconded by J. Phillips, to
adjourn.

NAY: None
MOTION: Carried 4-0
