HomeMy WebLinkAbout1983.11.01_OPWA MinutesOn Tuesday, November- 1, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of PUblic Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on October 28, 1983. ITEM 1: CALL TO ORDER The meeting was called to order at 9:50 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Phyllis Gross, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, OCTOBER 16, 1983. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to approve the minutes of October 18, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross NAY: None Motion carried. ITEM 5: BUSINESS A. PRELIMINARY REPORT ON STEP ONE STUDY (FACILITY PLAN) FARRAR/ WTTT) GPFTN Mr. Robert Day of Farrar -Hudspeth presented documents to the Council concerning the final results of the infiltration/inflow study and asked that December 20 be set for a public hearing. He said all documents would be available at City Hall fifteen days prior to the public hearing. Mr. Block said that since funding on these kind of projects would reduce from 75 % to 55% as of October 1, 1984, it is important to make every effort to get project completed before that time. Mr. Day said he would recommend the City build a small mechanical plant rather than an aerated lagoon system. Mr. Cates suggested that the word "about." be stricken from the phrase "about fifteen days" in e Notice of Public Hearing. The word was stricken before it was si ned by the Mayor. Motion was made by Jame Smalley,/seconded by Von Stockler, to set OWASSO PUBLIC WORKS AUTHORITY PAGE TWO NOVEMBER 1, 1983 December 20, 1983 for a public hearing on the EPA/Step I project and that the proper documents be forwarded to the State Health Department. AYE: Messrs. Spencer-, Smalley, Stockler; Mesdames Webb, Gross NAY: None Motion carried. B. REPORT ON WATER AND SEWER PROJECTS/AL C. YOUNG AND ASSOCIATES Mr. Allyn Moore of Al- C. Young and Associates presented specifications on the water storage tank. He said a cathodic protection system would be used inside the tank and atelemetry system would be used to monitor the tank level to safeguard against the water level dropping too much. He said he would recommend curb and gutter to help prolong the life of the road. Mr. Block said that since the land was donated, there would be funds available to pay for the curb and gutter. Mr. Moore said the bid date could be set at any time. He suggested that the City might want to delay the bid date for two reasons; the warranty on the tank goes into effect as soon as construction is completed which might mean several months of the warranty would go by before the tank is actually in use, and if the tank is completed a number of months before it is first filled with water, then there would be patches on the paint where any welding might be done to stop leaks. The Council directed Mr. Moore to let the bid on the water tank at the same time the other bids are let and to install the curb and gutter on the street. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER None at this time. 8. NEW BUSINESS Mr. Smalley asked about the status of State Health Department permits at the German Corner Mobile Home Park. Mr. Cates said a health dept. permit was acknowledged at the July 7, 1983 Owasso Public Works Authority meeting. Mr. Block said the streets have never been dedicated to the City.
