On Tuesday, October- 18, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 4:00 p.m, on October 14, 1983. ITEM 1: CALL TO ORDER The meeting was called to order at 9:12 p.m, with Chairman Spencer presiding. © ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Phyllis Gross, Trustee ITEM 4: APPROVAL OF MINUTES OF REGULAP, SESSION OF OWASSO PUBLIC WORKS AUTHORITY, OCTOBER 4, 1983. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to a -Drove the minutes of October 4, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Smalley, Stockler; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. REQUEST FOR SEWER SERVICE (NW 1/4 of SW 1/4 and N 1/2 of SW 1/4 of SW 1/4 of SEC 28, TOWNSHIP 21 NORTH, RANGE 14 EAST, Less 75 ACRES FOR ROAD) LOCATED ON THE EAST SIDE OF 129th EAST AVENUE BETWEEN 76th AND 86th ST. NORTH. Mayor Spencer asked if a lift station would be necessary. Mr. Sokolosky said it would not. Mr. Block said the additional amount of sewage could be handled. Motion was made by Von Stockler, seconded by Wauhilleau Webb, to approve the request for sewer service in the area described above. AYE: Messrs. Spencer-, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. OWASSO PUBLIC WORKS AUTHORITY PAGE TWO OCT. 18, 1983 5. BUSINESS: B. CONSIDERATION OF ACCEPTANCE OF MAINTENANCE FOR WATER SANITARY SEWER, STORM SEWER, AND STREETS IN ELM CREEK ESTATES, BLOCKS 2 -30. Mr. Cates said he felt Owasso Public Works Authority as well as City of Owasso should be listed on the Maintenance Bonds for sewers and water. He said an addendum to the bonds would be acceptable. Motion was made by James Smalley, seconded by Wauhilleau Webb, to accept maintenance of water, sanitary sewer, storm sewer and streets in Elm Creek Estates, Blocks 21-30, with the stipulation of an adden- dum to the Maintenance Bonds including Owasso Public Works Authority as obligee on the water and sewer bonds. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. C. CONSIDERATION OF ACCEPTANCE OF MAINTENANCE FOR WATER SANITARY SEWER, STORM SEWER AND STREETS IN EL RIO VISTA II Mr. Smalley asked of the matter before the City Council this evening concerning Lot 20, Block 5, El Rio Vista II would have any bearing on this item. Mr. Cates said the acceptance of the bonds only re- lates to the sufficiency of the sewer line itself and it would be in the best interest of the Clty to accept the maintenance bonds. Motion was made by James Smalley, seconded by Wauhilleau Webb, to accept maintenance of water, sanitary sewer, storm sewer and streets in El Rio Vista II with the stipulation of an addendum to the maintenance bonds including Owasso Public Works Authority as obligee on the water and sewer bonds. AYE: Messrs. Spencer, Smalley, Stockler; Mrs. Webb NAY: None Motion carried. D. REVIEW AND CONSIDERATION OF WATER AND SEWER PROJECTS ALIGNMENT. Mr-. Allyn Moore of Al C. Young and Associates presented maps to the Authority and explained that they might want to consider a rerouting of part of the sewer line to achieve a better long term operating cost. The initial installation cost would be higher, but would be made up for every three to four years in savings in operating cost of electricty. He said that since the rerouting would be through the flood plain, the manholes would either be elevated or the covers would be sealed. Mr. Cates questioned whether- going through the flood plain might be a problem with OWASSO PUBLIC WORKS AUTHORITY PAGE THREE OCT. 18, 1983 5. BUSINESS D. Cont. the flood plain ordinance. Mr. Smalley asked him to check it out. Mr. Moore said he hoped to set a bid date for the water tank about the first of next month. He said he also hoped to complete the engineering work on the other projects by Christmas. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT- FROM CITY MANAGER Zone at this time. 8. APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stocker to approve the September OPWA claims in the total amounts of $94,457.10. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. 9. NEW BUSINESS Mr. Stockler said that before the rains, there was a small amount of water running on Dogwood. He asked about street repair on 8th Street. Mr. Block said repairs were scheduled for about November 15. Mayor Spencer said it needed to be fixed now. Mr. Stockler said there is a missing sewer grate in the area west of Spencer's Short Stop that needs to be replaced. Mrs. Webb asked about the likelihood of home construction in the far northern part of Owasso. Mr. Block said there is an FHA moritorium on new building in that area. He said when the new water and sewer work is done, he expects that moritorium to be lifted. Mrs. Webb asked if that would be a couple of years. Mr. Block said he hoped it wouldn't be that long. Mrs. Webb asked if the 110th St. which now is a dead end street might eventually be opened. Mr. Block said it could be. With reference to the request for vacation of utility easement on this evening's Council agenda, there was further discussion on methods of improving inspection procedures.
