met in regular session in the Council Chambers at City Hall
per the Notice of Public Hearing and Agenda posted on City Hall
Bulletin Board at 4:00 p.m. on September 30, 1983.
ITEM l: CALL TO ORDER
The meeting was called to order at 9:48 p.m. with Mayor Spencer
presiding.

Flag salute was led by Mayor Spencer

ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC
WORKS AUTHORITY.
.� Motion was made by Wauhilleau Webb, seconded by James Smalley, to
approve the minutes of September 20, 1983, by reference made a
part hereof.
AYE: Messrs. Spencer, Smalley; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATION OF APPROVAL OF INVESTMENT OF 1983 GENERAL
OBLIGATION BOND FUNDS.
Motion was made by James Smalley, seconded by Wauhilleau Webb,
that, since all the funds from the 1983 General Obligation Bonds
are not needed at this time, the Owasso. Public Works Authority
would authorize the investment of funds as set forth in the
Investment Proposal presented to the Owasso Public Works Authority,
by reference made a part hereof.

B. CONSIDERATION OF APPROVAL OF NEW MASTER METER CONTRACT
CITY OF TULSA.
Motion was made by Mayor Spencer, seconded by Wauhilleau Webb, to
approve the Master Meter Contract with the City of Tulsa.
AYE: Messrs. Spencer, Smalley; Mrs. Webb
NAY: None
Motion carried.
C. REVIEW AND APPROVAL OF WATER AND SEWER PROJECTS ALIGNMENT.
Mr. Allyn Moore and Mr. Bob Pruitt of Al C. Young and Associates,
Inc. presented maps of placement of new water tower and water and
sewer lines for review by the Council.
Mayor Spencer asked what work had been done about water line
replacement in the downtown area. Mr. Moore said that very little
had been done at this time and that they were planning to start
on that work about December. Mr. Moore said he was not planning
for all the projects to go to one contractor as he felt there
would be problems with one contractor getting that much work all
at once. Mr. Block asked if there might be a problem with having
the perhaps less desirable work seperated from the other projects.
Mr. Moore said he knew a company who specializes in work such as
replacement of old water lines. Mr. Block said he was concerned
about not knowing from the beginning what each segment of work
would cost. Mayor Spencer said he wanted to see all the contracts
let at the same time.

7. REPORT FROM CITY MANAGER
None at this time.
8. NEW BUSINESS
Mr. Smalley asked about the status of the purchase of the sewer
cleaner. Mr. Block said it had been ordered and should have
been delivered mid -September. He said he would contact the
company.
