HomeMy WebLinkAbout1983.09.06_OPWA MinutesOn Tuesday, September 6, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on September 2, 1983. ITEM 1: CALL TO ORDER The meeting was called to order at 8:05 p.m. with Chairman Spencer presiding. © ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Phyllis Gross, Trustee ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, AUGUST 16, 1983. Motion was made by Von Stockler, seconded by James Smalley, to approve the minutes of August 16, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. ITEM 5: REQUEST OF OWASSO LAKERIDGE TERRACE, INC. TO VACATE A SEWER EASEMENT LYING WITHIN THE AREA OF LAKERIDGE TERRACE, PHASE I PLAT APPROVED BY THE CITY COUNCIL ON JUNE ?. 1983. This item was discussed at the August 16, 1.983 Council meeting and since it involved an easement granted to the Owasso Public Works Authority, was passed to the Sept. 6 OPWA meeting for consideration. Motion was made by James Smalley, seconded by Mayor Spencer, to vacate a sewer easement lying within the area of Lakeridge Terrace, Phase I Plat as presented by Owasso Lakeridge Terrace, Inc. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. OWASSO PUBLIC WORKS AUTHORITY PAGE 2 SEPT. 6, 1983 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER A. UPDATE ON WATER AND SEWER IMPROVEMENTS Mr. Bob Pruitt of Al C. Young and Associates discussed the progress made to date on the water and sewer improvements, including a pre- liminary report on the new water storage tank. He stated that the sewer line had beer.. surveyed and discussed an alternate route for the force main. He said the specifications for the water tank will be ready for review by the City next week and then it can be adver- ti.zed for bids. He showed the Council a map indicating the new location of the new water tank which had to be charged because of changes made by the State Highway Department in that area. He showed the Council the ram's head design for the water tower which will be fifteen feet high. The Mayor said it should be lit at night. The Mayor- asked for another update at the October 4 OPWA meeting. 3. NEW BUSINESS Mr-. Rick Janson requested a light pole at the corner of 118th E. Avenue and 82nd Place. He said there was pother already there. Mr-. Block said. the City has approved the light and he would specif- ically ask PSO to install that light Dole. Mayor Spencer asked Mr. Janson to come back at the first meeting in October if the pole had not been installed. Mayor Spencer asked about the status of the conmiercial trash trucks that are not running. Mr. Block stated parts were being air freighted in tomorrow for one of the trucks and repair work is being done on the auto- matic transmission on the other. He said other trash trucks were being used to empty the most heavily used commercial trash containers. Mayor Soencer stated that while observing repair work done on a major water break, he became very concerned about the Door quality of work done by contractors in that area. He stated that he felt the City should increase the time on maintenance bonds to hold contractors accountable for more than three years.
