inregular session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall Bulletin
Board at 4:00 p.m. on August 1_2, 1983.
ITEM 1: CALL TO ORDER
The meeting was called to order at 8:30 p.m. with Chairman Spencer
presiding.

-ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC
WORKS AUTHORITY. AUGUST 2, 1983.
Motion was made by James Smalley, seconded by Boyd Spencer, to
approve the minutes of August 2, 1983, by reference made a part
hereof.
AYE: Messrs. Spencer, Smalley; Mrs. Gross
NAY: None
Motion carried.
ITEM 5: BUSI14ESS
A. REPORT FROM FARRAR-HUDSPETH/EPA STEP I STUDY.
Mr. Block introduced Mr. Jerry Farrar to present a status report on
the EPA Step I project. Mr. Farrar gave the Council copies of the
Infiltration/Inflow Analysis. He explained the procedures used in
compiling the data and in obtaining an updated map of the Owasso
sewer system. lie explained the results of the field inspections
and the measurement of flow in key locations before, during and
after rainfall. He stated that the next step would be a "quickie"
cost effective analysis, to be followed by a more detailed analysis
and the field data collected would be included as an appendix to
this report. Then the facility plan will be prepared and several
public hearings will need to -be held. A schedule will be presented
to the State Health Department for their approval. He stated that
he wants to present a treatment alternative that is cost effective
and to stress innovative technology in order to try to get a 85%
match in the funding.

5. BUSINESS
B. UPDATE ON WATER AND SEWER IMPROVEMENTS BOND PROGRAM/AL C.
YOUNG AND ASSOCIATES.
The representative from Al C. Young was not able to attend. Mr.
Block said they are preparing right-of-way descriptions so that
the City can start to acquire the needed right-of-ways in the
areas needed for the sewer. He stated that in light of the report
from Farrar -Hudspeth the City might want to extend the line right
to the plant rather than have it intercept at a problem area.
Mr. Block advised the Council that he would like to proceed with
installing a traffic light at 86th St. N. and 129th E. AVe.

8. APPROVAL OF CLAIMS
Motion was made by James Smalley, seconded by Mayor- Spencer, to
approve the June claims for OPWA in the total amounts of $13,199.57
and $69,140.02.
AYE: Messrs. Spencer, Smalley; Mrs. Gross
NAY: None
Motion carried.
9. NEW BUSINESS
The Mayor gave Councilmembers a copy of resolutions to be considered
at a 0ML workshop he is to attend on August 18.
There being no further business before the Owasso Public Works
Authority, chair adjourned at 9:07 p.m.
