HomeMy WebLinkAbout1983.06.21_OPWA MinutesI On Tuesday, June 21, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 4:00 p.m, on June 17, 1983. ITEM 1: CALL TO ORDER The meeting was called to order at 9:20 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman Phyllis Gross, Trustee Von Stockler, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: James Smalley, Councilman (on vacation) ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, JUNE 7, 1983. Motion was made by Von Stockler, seconded.by Mayor Spencer, to approve the minutes of June 7, 1983, by reference made a part hereof. AYE: Messrs. Spencer, Stockler; Mrs. Gross, Mrs. Webb NAY: None Motion carried. APPROVAL OF MINUTES OF SPECIAL SESSION OF OWASSO PUBLIC WORKS ATUHORITY, JUNE 16, 1983. Motion was made by Mayor Spencer, seconded by Von Stockler, to approve the minutes of June 16, 1983. AYE: Messrs. Spencer, Stockler; Mrs. Webb NAY: None ABSTAIN: Mrs. Gross Motion carried. ITEM 5: BUSINESS A. ACKNOWLEDGEMENT OF SEWER MAIN PERMIT #SL-83-246/OKLAHOMA STATE DEPARTMENT OF HEALTH/EL RIO VISTA III ADDITION. OWASSO PUBLIC WORKS AUTHORITY PAGE TWO JUNE 21, 1983 Motion was made by Von Stockler, seconded by Wauhilleau Webb, to acknowledge receipt of Sewer Main Permit #SL-83-246/Oklahoma State Dept. of Health/El Rio Vista III Addition. AYE: Messrs. Spencer, Stockler; Mesdames Gross, Webb NAY: None Motion carried. B. CONSIDERATION OF REQUEST TO CONNECT TO THE OWASSO SEWER SYSTEM BY THE PINE TREE MOBILE HOME PARK. Mayor Spencer asked representatives of the Pine Tree Mobile Home Park about their meeting with Washington Co. Rural Water District. They reported that no action was taken, but that a meeting between the Owasso City Manager and the Washington Co. Rural Water Dist. District Manager was requested to discuss the problem. The Water District did offer to furnish water consumption figures, if needed for computation of the sewer use fee. Mr. Block said he would meet with the Rural Water District Manager and would also contact Farmer's Home Administration and report back at the next Council meeting. C. CONSIDERATION OF ADOPTION OF PROPOSED OWASSO PUBLIC WORKS AUTHORITY BUDGET FOR FISCAL YEAR 1983-84. Mayor Spencer stated that he felt that more men were needed in the water and sewer departments. Mr. Block said those departments had been operating short, but would soon have ten men. He said if any new employees were to be hired, that would definitely be the area of most need. He asked how many people the Council thought he should hire. Mayor Spencer said he felt two more people were needed. Mr. Block said the summary sheet of the budget indicated projection of revenue that would cover this action (estimated $25,000) and he would be pleased to hire two more people. Motion was made by Mayor Spencer, seconded by Von Stockler, to approve the OPWA Budget for Fiscal Year 1983-84 as amended for salaries. AYE: Messrs. Spencer, Stockler; Mesdames Webb, Gross NAY: None Motion carried 6. REPORT FROM CITY ATTORNEY No report at this time. OWASSO PUBLIC WORKS AUTHORITY PAGE THREE JUNE 21, 1983 7. REPORT FROM CITY MANAGER None at this time. 8. APPROVAL OF CLAIMS Motion was made by Mayor Spencer, seconded by Von Stockler, to approve the May claims for OPWA in the total amount of $65,218.60. AYE: Messrs. Spencer, Stockler; Mesdames Webb, Gross NAY: None Motion carried. 9.
