HomeMy WebLinkAbout1983.06.07_OPWA MinutesOn Tuesday, June 7, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 4:00 p.m. on June 3, 1983. ITEM 1: CALL TO ORDER The meeting i,�7as called to order at 1.0:40 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Phyllis Gress, Trustee Vor_ Stockler, Trustee James Smalley, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Trustee ITEM 11.: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, MAY 17, 1983. Motion was made by Von Stockler, seconded by James Smalley, to approve the minutes of May 17, 1983, by reference made a -art hereof. AYE: Messrs. Spencer, Stockler, Smalley NAY: None ABSTAIN: Mrs. Gross Motion carried. ITEM 5: BUSINESS: A. ACKNOIdLEDGEMENT OF SEWER MAIN PERMIT TESL-83-223/OKLAHO11A STATE DE17 OF HEALTH WILDG?OOD ADDITION. Motion was made by Von Stockler, seconded by Mayor Spencer, to acknowledge receipt of Sewer Main Permit #SL-83-223/Oklahoma State Dept. of Health/Wildwood Addition. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Gross NAY: None Motion carried. OWASSO PUBLIC WORKS AUTHORITY PAGE TWO JUKE 7, 1983 5. BUSINESS B. CONSIDERATION OF REQUEST TO CONNECT TO THE OWASSO SEWER SYSTEM BY THE PINE TREE MUBILE HOME PARK. Mr. Block said that the approval of such request is probably premature, but the applicants needed to know the feelings of the Council in order to begin their plans. He asked how many units would be developed. Applicant stated there would be approximately 109 units. Applicant asked about the pos- sibility of one master meter. Mayor asked if the applicants had met with the Rural Water District about their request. He said the City can not do anything until area is released by Rural Water District. Council advised applicant from Pine Tree Mobile Home Park to meet with the Rural Water District #3, Washington County, and return to the Council .at a later meeting. C. DISCUSSION OF SINKING FUND SURPLUS - SERIES 1977 1979 REVENUE BONDS Mr. Block distributed copies of a letter outlining how the surplus could be handled. Motion was made by James Smalley,seconded by Von_Stockler, that the Owasso Public Works Authority directs that in response to correspondence of Ms, Letha N. Jones pertaining to dealings with the 1977-1979 OPWA bond indebtedness,that the, Authority resolves to: (,1) continue our current pay -pent schedule, but wish all future payments to be put into the "contin- gency fund" which we understand will allow us to continue to *rake the payments, but will not subject us to any arbitrage problems; and (2) have any excess funds in the accounts, for which we may not receive full investment income, be used to purchase on the open market existing bonds outstanding, net of any discount in par value as can be obtained. and authorizes OPWA Chairman to execute correspondence to that effect, attested by the City Clerk. REPORT FROM CITY .ATTORNEY None at this time. 7 pNAGER _ REPORT FROM CITY rL Mr. Block distributed pictures submitted by Farrar -Hudspeth illustrating problems that need to be corrected to eliminate sources of inflow and infiltration within our sewer system. He also recommended a smoke testing program which would locate the more severe sources of inflow/infiltration. 8. NEW BUSINESS Mr. Smalley asked for an update on the Dogwood project. Mr. Block said that with a few more days of dry weather, the sidewalks could be finished. The driveways are all poured. Most of the service lines are in. The project is 85-90% done and will hopefully be completed by the end of the month. Mayor Spencer asked when Elm Creek Pare would he mowed. Mr. Block said the City now had two workers from CETA who will be doing mowing and should be a great help to the City. There bein; no further business before the Owasso Public.
