HomeMy WebLinkAbout1983.05.03_OPWA MinutesOn Tuesday, May 3, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 4:00 p.m. on April 29, 1983, and by reference is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 9:22 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: SEATING AND SWEARING IN OF JAMES C. SMALLEY AS REELECTED TRUSTEE FROM WARD 5. James Smalley was given the Oath of Office by the City Clerk and seated as the Trustee for Ward 5. ITEM 4: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice Chairman Phyllis Gross, Trustee James Smalley, Trustee Von Stockler, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: None ITEM 5: ELECTION OF CHAIRMAN Motion was made by James Smalley, seconded by Von Stockler, to appoint Boyd Spencer as Chairman for one year term of office to expire May 1, 1984, as set forth in the Declaration of Trust of The Owasso Public Works Authority, Section VI. AYE: Messrs. Smalley, Stockler; Mrs. Webb NAY: None ABSTAIN: Mrs. Gross, Mr. Spencer Motion carried. ITEM 6: ELECTION OF VICE CHAIRMAN Motion was made by James Smalley, seconded by Von Stockler, to appoint Wauhilleau Webb as Vice Chairman for a one year term of office to expire May 1, 1984, as set forth in the Declaration of Trust of The Owasso Public Works Authority, Section VI. OWASSO PUBLIC WORKS AUTHORITY AYE: Messrs. Stockler, Smalley NAY: None ABSTAIN: Mrs. Gross, Mr. Spencer Motion carried. PAGE TWO MAY 3, 1983 7. APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, APRIL 19, 1983. Motion was made by Von Stockler, seconded by Phyllis Gross, to approve the minutes of April 19, 1983, by reference made a part hereof. AYE: Messrs. Stockler, Spencer, Smalley; Mesdames Gross, Webb NAY: None Motion carried. 8. BUSINESS A. OPENING OF BIDS RECEIVED ON POLY CARTS Two bids were received in responseito the invitation to bid published april 21, 1983. Mayor Spencer opened a bid from Williams Equipment Company which read as follows: 250 80 gal. Poly -Kart FOB Goddard $46.00 250 80 gal. Poly -Kart FOB Owasso $47.50 250 90 gal. Poly -Kart FOB Goddard $43.00 250 90 gal. Poly -Kart FOB Owasso $44.50 Charge for a new shell and new cyclinder for each dumper to make them universal dumpers... $1,700.00 each Mayor Spencer opened a bid from J & R Equipment Co, which read as follows: 238 82 gal. Zarn cart FOB Owasso $41.01 OWASSO PUBLIC WORKS AUTHORITY PAGE THREE MAY 3, 1983 Motion was made by Wauhilleau Webb, seconded by James Smalley, for the City Manager to analyze the bids to see .if they meet the required specifications and submit his recommendations at the next Authority meeting. Mayor Spencer stated that he was glad to see bids being taken on purchase of the poly carts as it is a protection for the City and the Council. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None ABSTAIN: Mrs. Gross Motion carried. 9. REPORT FROM CITY ATTORNEY Items A, B, and C are documented in the Council minutes of May 3, 1983. 10. REPORT FROM CITY MANAGER A. REPORT ON TRAFFIC SIGNAL IMPROVEMENT Mr. Block reported that the 86th St. signals seem to be working well, after some initial problems. He asked Peggy Robinson to put another article in the paper so that people will understand the change at that intersection. Mrs. Webb asked if a sign could be installed for clarification. Mr. Block said he was looking for an appropriate sign. Mr. Block asked for approval fromthe-Council to make payment for concrete repair work as the work is done. He is hopeful that this repair work will now be accomplished after delay caused by weather and other problems. Council approved. B. REPORT ON ENGINEERING AGREEMENT WITH AL C. YOUNG & ASSOCIATES. INC. Mr. Block reported on his meeting with representatives from Al C. Young and Associates concerning the cost of engineering work on the upcoming bond issue. The original figure of $188,000 has been reduced to $139,500. If this is satisfactory to the Council, a contract could be presented at the next Council meet- ing. Bob Pruitt of Al C. Young & Associates reported to the Council that one of their clients has offered to donate two acres of land for the new water tower site if the bond issue passes. Mrs. Gross asked the name of the client and Mr. Pruit said it was Lakeridge Terrace of Owasso. da OWASSO PUBLIC WORKS AUTHORITY PAGE FOUR MAY 3, 1983 11. 'NEW BUSINESS Mayor Spencer thanked the Council for the support given him in the last year and for their confidence in having him as Mayor in the next year.
