The meeting was called to order at 9:45 p.m. with Chairman Spencer
presiding.

ITEM 4: APPROVAL OF MINUTES OF REGULAR
SESSION OF OWASSO PUBLIC
WORKS AUTHORITY, MARCH 15,19 8
Motion was made by Von Stockler, seconded by James Smalley, to
approve the minutes of March 15, 1983, by reference made a part
hereof.
AYE: Messrs. Spencer, Stockler, Smalley;
NAY: None
ABSTAIN: Mesdames. Gross, Webb.
Motion carried.
ITEM 5: ACKNOWLEDGEMENT OF RECEIPT OF PERMIT NO. SL-83-120 FROM

Motion was made by James Smalley, seconded by Von Stockler,

acknowledge receipt of Permit 1PSL-83-120 from the State Depart-
ment of Health regarding sanitary sewer mains in Elm Creek
Estates.
AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Gross, Webb

B. CONSIDERATION OF REQUEST FOR DECLARATION OF EMERGENCY/
TRAFFIC CONTRUL IMPROVEMENT.
Mr. Block said he had found a source for left turn signals for
the traffic light at 86th St. North for approximately $1,850.
These signals would be for East and West traffic and would be
in sequential phases.
He further reported that a caution light could be purchased for
76th St. No. for approximately $5,000. This light would flash
red on entrys and yellow on 76th St. North and would be in-
stalled in the area between Safeway and McDonalds. The Highway
Department has been asked to make a count in this area toward
erection of a full signalization. At some time in the future,
when this is done, the caution light could be moved to another
location in the City. Mrs. Webb asked about the effectiveness
of caution lights if stationing police cars in the area was not
effective. Mr. Block said he had had good luck in the past with
caution lights, and although it was certainly not the best solu-
tion, there wasn't much choice at this time. Entrys and exits
onto 76th St. N. would have to be changed before a regular red -
green light could be used. Mrs. Gross mentioned the possibility
of putting up signs reading "Caution -Dangerous Intersection".
She also suggested trying to buy used poles for the caution light
to help reduce the cost. Mr. Block said he would look into it.
Motion was made by Von Stockler, seconded by James Smalley, to
approve the request for Declaration of Emergency to purchase a
caution light to be used on 76th St. No. at McDonald's corner.

Motion carried.
Council directed Mr. Block to proceed with the purchase of left
turn signals for East and West traffice on 86th St. North.
6. REPORT FROM CITY ATTORNEY
None at this time.
7. REPORT FROM CITY 14ANAGER
A. STATUS REPORT ON WATER AND SEWER IMPROVEMENTS
Mr. Block reported that the final details were being worked out
on projected costs and all the figures should be ready by the
special meeting on April 12. He asked if Mr. Davis should be
contacted to be at the meeting.. It was agreed that he should
be asked to attend.
