ITEM 1: CALL TO ORDER
The meeting was called to order at 8:45 p.m. with Chairman
Spencer presiding.

ITEM 6: REPORT FROM CITY ATTORNEY
No report at this time.
ITEM 7: REPORT FROM CITY MANAGER
A. REPORT ON PROPOSED WATER AND SEWER IMPROVEMENTS
Mr. Block introduced Mr. Bob Pruitt of Al C. Young and Associates
of Tulsa, Inc., who presented proposals and construction cost
estimates for four projects being considered:

I. construction of a sanitary sewer interceptor on
the west side of town, to replace the existing
forcemain system.
2. upgrading of the downtown water distribution system,
including replacement of inadequate, worn out lines
and unmerited pressure reducers
3. construction of a water line which would skirt the
west side of the downtown area
4. construction of a 2 MG water storage tank northeast
of town.
After discussion on each of these items, Mr. Block thanked Mr.
Pruit for his presentation. Mayor Spencer said that a Special
meeting of the Owasso City Council would be held on Tuesday,
March 22, 1983, at 7:00 p.m. at City Hall for consideration of
the above water and sewer projects for possible bond election.
Mr. Pruitt asked how the City proposed to pay for the outlined
services. He said that Al C. Young & Associates proposes to
do the preparatory work toward a bond election at no cost,provided
that if the bond election passes, the City will give the contract for
the work to Al C. Young & Associates. If the City decides not
enter into the agreement, the City will pay for services rendered
to date at an hourly rate. If the bond election does not pass,
the City will not be obligated to pay for services rendered up
to the time of election.
Mr. Block recommended all payment for services provided by Al
C.Young and Associates be negotiated. Mr. Smalley stated thathe
liked the work done so far, but agreed that negotiation was
necessary.
3. APPROVAL OF CLAIMS
Motion was made by James Smalley, seconded by Mayor Spencer, to
approve the February claims for OPWA Funds in the total of
$67,302.67.

9. 14EW BUSIi1ESS
Mr. Stockler said several citizens had mentioned to him that
people are making improper left turns at the stop light at
OWASSO PUBLIC WORKS AUTHORITY PAGE THREE MARCH 15, 1983
86th St. North and Highway 169. Mr. Block said he would see
that a sign was put up for clarification.
Mr. Block said he had been trying to find competitive bidders on
installing left turn signals East and West on 86th St. North.
He has only been able to get one estimate, that being between
four and five thousand dollars. He said he might have to ask
for a waiver on bidding due to this problem and the matter being
a possible emergency situation. Mayor Spencer and Mr. Smalley
said they felt $5,000 was not too high a price especially since
lives of the citizens were involved.
Mr. Kimball spoke from the audience inviting the Council and
Mayor Spencer to attend the Chamber of Commerce meeting on
April 6 and talk with Bill Nash, State Highway Commissioner.
Mr. Block said he had asked the State Highway Deparm-ent to make a
traffic count on 76th St. North toward getting fun.di.ng for a
signal light in the area.
There being no further business before the Owasso Public Works
Authority, chair adjourned at9:45 p.m.
