HomeMy WebLinkAbout1983.01.18_OPWA MinutesOn Tuesday, January 18, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on January 14, 1983, and by reference is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 7:45 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Phyllis Gross, Trustee ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, JANUARY 4, 1983. Motion was made by Wauhilleau Webb, seconded by James Smalley, to approve the minutes of January 4, 1983. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS (A) CONSIDERATION OF AGREEMENT WITH LOWRANCE RIVERDOGS, INC./ USE OF MUNICIPAL LAGOON. Mr. Block reported that he had checked with the Health Department and the Environmental Protection Agency and they had no objection Q to the use of salamanders in the City's waste -water lagoons. Since salamanders eat algae, which is a problem in these lagoons, this project could be very beneficial to the City. Mr. Block suggested that Mr. Lowrance meet with Mr. Cates to work out an agreement that would be acceptable to both. Mr. Smalley asked about the length of the agreement. Mr. Block said they had discussed a one year agreement with a one year option. Mr. Smalley asked when harvesting would occur. Mr. Lowrance said harvesting would begin about the first of June. He explained the process of harvesting and spoke on his research and the advantages of having these salamanders in waste -water lagoons. Motion was made by James Smalley, seconded by Wauhilleau Webb E* V OWASSO PUBLIC WORKS AUTHORITY PAGE TWO JAN. 18, 1983 Motion was made by James Smalley, seconded by Wauhilleau Webb, that Mr. Block and Mr. Cates meet with Mr. Lowrance to draw up an agreement with Lowrance Riverdogs, Inc. regarding use of the Owasso Municipal Lagoon. AYE: Messrs. Spencer, Smalley, Stockler; Mrs. Webb NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER Mr. Block explained that the City had received a bill from Mansur, Daubert & Williams in the amount of $7,371 for services rendered on the EPA Step I Study, but received no evidence of work performed or product of any kind for the time expended. Motion was made by Wauhilleau Webb, seconded by Von Stockler, for the City Manager to request a documentation of the hours submitted by Mansur,Daubert & Williams for services rendered on the EPA Step I Study. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried 8. APPROVAL OF CLAIMS Mr. Block mentioned that the item for polycarts on the claims list was previous to the discussion of getting bids for this item. He said he had been in contact with companies in this regard. Motion was made by James Smalley, seconded by Wauhilleau Webb, to approve the O.P.W.A. Claims in the amount of $96,061.83. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb 9. NEW BUSINESS There being no new business before the Owasso Public Works Authority, meeting was adjourned at 8:05 p.m."~ i m-1 la�-- BOY M.
