HomeMy WebLinkAbout1983.01.04_OPWA MinutesOn Tuesday, January 4, 1983, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on December 30, 1982, and by reference is made a part hereof. ITEM 1: CALL TO ORDER The meeting was called to order at 8:30 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Councilman Phyllis Gross, Councilwoman Dale Block, City Manager Ron Cates, City Attorney Ann Hendrickson, Secretary ABSENT: Von Stockler, Councilman ITEM 4: APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO PUBLIC WORKS AUTHORITY, DECEMBER 21, 1982. Motion was made by Wauhilleau Webb, seconded by Mayor Spencer, to approve the minutes of December 21, 1982, by reference made a part hereof. AYE: Mr. Spencer; Mrs. Webb NAY: None ABSTAIN: Mr. Smalley; Mrs. Gross Motion carried. ITEM 5: BUSINESS A. ACKNOWLEDGEMENT OF SEWER LINE EXTENSION PERMIT/OKLAHOMA STATE The Council acknowledged receipt of the Sewer Line Extension Permit from the Oklahoma State Health Department covering construction for Elm Creek Condominiums. B. CONSIDERATION OF AGREEMENT WITH LOWRENCE RIVERDOGS, INC./USE OF MUNICIPAL LAGOON. Mr. Lowrence was not able to be at the meeting. Mr. Block said he would like to negotiate the City's share in the profit. This item will be placed on the January 18, 1983, agenda. OWASSO PUBLIC WORKS AUTHORITY PAGE TWO JANUARY 4, 1983 6. REPORT FROM CITY ATTORNEY Motion was made by Wauhilleau Webb, seconded by Mayor Spencer, to go into executive session at 8:40 p.m. AYE: Messrs. Spencer, Smalley; Mesdames Webb, Gross NAY: None Motion carried. Meeting reconvened at 9:07 p.m. 7. REPORT FROM CITY MANAGER A. WATER LINE CONSTRUCTION Mr. Block reported that the pressure reducing valve at 86th St. North and Dogwood had blown a diaphragm, probably the Wednesday before Christmas. This was a major source of the subsequent water problems. He said he would meet with the people who make the valves on January 6 to learn specifically about preventive main- tenance. The Water Dept. has started laying a line from 86th and Dogwood South to 8th St. and then West to Main to replace badly deteriorating lines. Mr. Block said he would like to hire a contractor to repair the driveways that were torn up because of the water breaks. City employees will assist in this as much as possible. Mr. Block further stated that problems with surging pressure could be sub- stantially reduced by having a elevated tank with a tight line going to the tank and the supply for the City coming out of that at a uniform volume and pressure. Mr. Block commended the citizens of Owasso for their patience and understanding during the time when so many of them were without water. He also appreciated the phone calls as good communication with the citizens is extremely important in helping him identify and solve the City's problems. Another major problem is that the City does not have enough valves in key areas of the system to be able to shut off certain areas. There should be a valve available every other block. Mayor Spencer stated that the Council needs to consider resolving these problems possibly by presenting a bond issue with perhaps a 1� sales tax. He asked that the matter be on the next agenda and that Mr. Brian Davis, a bond consultant, come to the meeting to explain the necessary steps to do this. Mr. Block said he felt this was a necessary step considering the extremely critical con- dition of much of the City's older water lines. Mr. Vines spoke from the audience suggesting that the bond issue include water, sewer and street problems. Mrs. Robinson voiced her support of the idea. OWASSO PUBLIC WORKS AUTHORITY PAGE THREE JAN. 4, 1983 Mr. Spencer said the Council needs to become aware of all of the things involved in the use of a sales tax in connection with the bond issue.
