HomeMy WebLinkAbout1984.01.17_OPWA MinutesOn Tuesday, January 17, 1984, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulle- tin Board.at 4:00 p.m. on January 16, 1984. ITEM 1: CALL TO ORDER The meeting was called to order at 9:55 p.m, with Vice -Chairman Webb presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Wauhilleau Webb, Vice -Chairman Phyllis Gross, Trustee James Smalley, Trustee Von Stockler, Trustee Ben Hynum, City Manager Ann Hendrickson, City Clerk Ron Cates, City Attorney ABSENT: Boyd M. Spencer, Chairman ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA ITEMS: A. APPROVE MINUTES OF JANUAR_Y 3, 1934 REGULAR MEETING B. APPROVE TREASURER'S REPORT C. APPROVE OPWA CLAIATS FOP` DECEMBE R, 1933 ICJ THE TOTAL AMOUNT OF $83,634.79 Motion was made by Von Stockler, seconded by James Smalley, to approve all Consent Agenda items. AYE: Messrs. Stockler, Smalley; Mesdames Webb, Gross Motion carried. ITEM 5: BUSINESS: A. CONSIDERATION OF INCREASE IN RETURN CHECK CHARGE TO $10 Mr. Hynum stated that the present charge is $5.00. Motion was made by Von Stockler, seconded by Phyllis Gross; to increase the return check charge to $10.00. Aye: Messrs. Stockler, Smalley; Mesdames Gross, Webb Nay: None Motion carried. Motion was made by Von Stockler, seconded by Phyllis Gross, to approve Resolution 84-01 adopting 201 Facilities Plan for EPA Step_ I. AYE: Messrs. Stockler, Smalley; Mesdames Gross, Webb NAY: None Motion carried. C. CONEXECUTETION OF AUTHORIZATIONFOR EXECUTUTE HEARING S ATIEENT. Motion was made by Phyllis Gross, seconded by Von Stockler, to authorize the OPWA Chairman to execute certification of the public hearing statement for EPA Step I. AYE: Messrs. Smalley, Stockler; Mesdames Webb, Gross NAY: None Motion carried. D. CONSIDERATION OF AUTHORIZATION FOR OPWA CHAIRMAN TO REGARDEXECUTINGTPROPOSEDTE Gil JiKWASTEWATERITREATMENT FICATION OFACILITY. R.E GARI Motion was made by Phyllis Gross, seconded by Von Stockler, to authorize OPWA Chairman to execute State of Oklahoma notifica- tion of intent regarding proposed wastewater treatment facility. AYE: Messrs. Smalley, Stockler; Mesdames Webb, Gross NAY: None Motion carried. E. Cont'd Associates who had given him figures which would indicate that the cost of the water and sewer projects would be less, than the amount of the General Obligation Bonds. Anything in excess of the cost of these Projects could also be applied to the cost of the wastewater treatment facility. Mr_. Stockler stated that he had visited the Jenks facility which is like the one proposed for Owasso and was very impressed. Mr. Bob Pruit of Al C. Young and Associates asked if other firms had been given consideration in doing the Step II work. Mr. Hynum stated that it is extremely important to the City to begin work on Step II as soon as Possible and that in projects where grants are involved, the usual procedure is to maintain continuity by using the same engineering firm throughout as long as there is no conflict with that firm. Mr_. Cates stated that competitive bidding was not necessary for the Step II project and that he he saw no problem as long as a contract was received for Step II as soon as possible from Farrar -Hudspeth. Then if the fees are unacceptable to the City, whatever action necessary could be taken as soon as possible. Motion was made by James Smalley, seconded by Von Stockler, to proceed with Step II Wastewater Treatment Facility design and request Farrar -Hudspeth to continue as engineering firm on the Project. AYE: Messrs. Stockler, Smalley; Mesdames Gross, Webb NAY: None Motion carried. ITEM 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY 14ANAGER A. DISCUSSION OF ACQUISITION OF NEW SANITATION VEHICLES Motion was made by James Smalley, seconded by Phyllis Gross, to authorize the advertisement for bids for two sanitation vehicles.. diesel, 21 yard rear loaders with two poly cart attachments.
