HomeMy WebLinkAbout1984.02.07_OPWA MinutesR On Tuesday, February 7, 1984, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on February 3,,1984. ITEM 1: CALL TO ORDER The meeting was called to order at 9:10 p.m. with Vice -Mayor Webb presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Wauhilleau Webb, Vice -Chairman Boyd Spencer, Chairman James Smalley, Trustee Von StocklerTrustee Ben Hynum, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Phyllis Gross, Trustee Vice -Chairman Webb announced that Item C under Business would be first on the agenda. 5. BUSINESS: C. OPENING OF BID ON SANITATION TRUCKS Bids were opened and read by Vice -Chairman Webb as follows: Murphy Machinery 2 Leach 20 yd.Santicruiser 15549 E. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. Mayor Spencer left the meeting at 9:20 p.m. 4. APPROVAL OF MINUTES OF JANUARY 17, 1984 REGULAR MEETING. Motion was made by Von Stockler, seconded byJames Smalley, alla ey,to approve the minutes of January 17, 1984, by ref part hereof. AYE: Messrs. Stockler, Smalley; Mrs. Webb NAY: None Motion carried. 5. BUSINESS: A. PROGRESS REPORT ON EPA STEP II DESIGN WASTEWATER TREATMENT FACILITY FARRAR-HUDSPETH. Mr. Robert Day of Farrar -Hudspeth first spoke of progress on Step I stating that all documents had been submitted, but that there was a problem with the 208 Plan for this area of Oklahoma since it recommends a different type of treatment plant than the one nroposed. He said that all agbutiaoinnVthrough agree the that the 208 Plan needs to be changed, g process of doing so will take some time. He said that on Step II, the draft contract has been submitted to the City Attorney for his review,that he was working on a preliminary construction estimate, that they have performed an initial site survey investigation, that they have begun a pre- liminary process evaluation, and as soon as they receive a legal description of the nronerty they will commence a detailed survey of the site. He said he still needs some existing lift station information. Mr. Day said he would be present at the February 21 Council meeting with the final contract providing all the legal details are worked out. He said the documents on the design allowance had been received from the Health Department.. He said that when the City is reimbursed for Step III, they will also receive money for design allowances on Step I and Step II OWASSO PUBLIC WORKS AUTHORITY PAGE THREE 5. BUSINESS (Cont'd) B. OPENING OF BIDS ON 3" DIAPHRAM PUMP FEB. 7, 1984 No bids were received for the 3" diaphram pump. Motion was made by Von Stockler, seconded by James Smalley, to authorize the City Manager to purchase the diaphram pump on the open market. AYE: Messrs. Smalley, Stockler; Mrs. Webb NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER Mr. Hynum stated that he had received a letter from the County Commissioner regarding a letter he had received from a man regarding a problem with the creek below the lagoons being stopped up with debris and beaver dams. He said attempts had been made to solve the Problem, but it will be necessary to use some dynamite to get it cleared. Mr. Smalley asked if a generator for lights for the water department had been purchased. Mr. Hynum said it was on the revenue sharing budget and all those purchases are in the works.
