special session in the Council Chambers at City Hall per the
Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 8:06 p.m. on Tuesday, April 3, 1984.
ITEM 1: CALL TO ORDER
Meeting was called to order at 10:00 p.m. with Chairman Spencer
presiding.

ITEM 4: CONSIDERATION OF APPROVAL OF MI14UTES OF MARCH 20 1984.
Motion was made by James Smalley, seconded by Von Stockler, to
approve the minutes of March 20, 1984, by reference made a part
%0 hereof.
AYE: Messrs. Spencer, Stockler, Smalley
NAY: None
Motion carried.
ITEM 5: BUSI14ESS
A. CONSIDERATION OF DECLARATION OF CERTAIN PROPERTY OF THE
OWASSO PUBLIC WORKS AUTHORITY TO BE SURPLUS OR OBSOLETE
AND AUTHORIZATION TO CONDUCT AUCTION FOR SALE OF SAME.
Mr. Smalley asked a minimum price be set o-A the septic tanks.
Mr. Hynum said he would ascertain cost and set a minimum of
75% of cost.
Motion was made by Von Stockler, seconded

6. REPORT FROM CITY ATTORNEY
None at this time.
7. REPORT FROM CITY MANAGER
None at this time.
8. NEIT BUSINESS
Mr. Joe Caudle asked to speak to the Council about the easement
release he had been asked to sign for the City's water line
installation. He presented photographsshowingproblems that
had been created in the past when he had given other easements.
He asked if the proposed easement could be a few feet further
north. He also asked for a hold harmless agreement and asked
that his land be put back in it's original condition when the
line was laid.
Mr. Stockler asked that a special effort be made to keep the
g rass cut in various areas of the City. lie said if the City
hires anyone to cut grass, it should be local youth. Mr. Hynum
said the City would be receiving some young people at no charge
from CETA to cut grass, but would hire local people if some
had to be hired.
