HomeMy WebLinkAbout1984.05.01_OPWA MinutesOn Tuesday, May 1, 1984, the Owasso Public Works Authority met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on April 27, 1984. ITEM 1: CALL TO ORDER The meeting was called to order at 10:00 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Chairman Wauhilleau Webb, Vice -Chairman Von Stockler, Trustee James Smalley, Trustee Ben Hynum, City Manager Ron Cates, City Attorney Ann Hendrickson, Recording Secretary ABSENT: Phyllis Gross, Trustee ITEM 4: APPROVAL OF MINUTES OF APRIL 17, 1984. The Recording Secretary stated that the City Attorney was incorrectly listed as present at the meeting. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to approve the corrected minutes of April 17, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Stockler; Mrs. Webb 14AY : None ABSTAIN: Mr. Smalley ITEM 5: SEATING AND SWEARING IN OF BOYD M. SPENCER AS REELECTED TRUSTEE FROM WARD 4. Mr. Spencer was given the Oath of Office by the City Attorney and seated as the Trustee from Ward 4. ITEM 6: SEATING AND SWEARING IN OF ROBERT M. PEEL AS NEWLY ELECTED TRUSTEE FROM WARD 3. Mr. Peel was given the Oath of Office by the City Attorney and seated as the Trustee from Ward 3. ITEM 7: ELECTION OF CHAIRMAN Motion was made by Von Stockler, seconded by James Smalley, to elect Boyd M.. Spencer Chairman of the Owasso Public Works Authority. ITEM 8: ELECTION OF VICE-CHAIRMAN MAY 1, 1984 Motion was made by James Smalley, seconded by Von Stockler, to elect Wauhilleau Webb as Vice -Chairman of the Owasso Public Works Authority. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: None ABSTAIN: Mrs. Webb Motion carried. ITEM 9: BUSINESS A. CONSIDERATION OF ACCEPTANCE OF DEDICATION OF WATER LINES AND SANITARY SEWER LINES IN THE FIRST PHASE OF LAKERIDGE SUBDIVISION. A continuance was requested on this item until all details are completed on the water and sewer lines. B. CONSIDERATION OF RATIFICATION OF CITY COUNCIL ACTION ON BID ON WATER DISTRIBUTION SYSTEM, PROJECT 2310. Motion was made by Robert Peel, seconded by Von Stockler, to ratify the City Council acceptance of the low bid of $696,000.00 presented by Bartlesville Dirt and Excavation on the Water Dis- tribution System, Project #2310. AYE: Messrs. Spencer, Peel, Stockler, Smalley, Mrs. Webb NAY: None Motion carried. C. CONSIDERATION OF RATIFICATION OF CITY COUNCIL ACTION ON BID ON WATER STORAGE TANK, PROJECT T2307. Motion was made by Mayor Spencer, seconded by Von Stockler, to ratify the City Council acceptance of the low bid of $374,835.00 presented by CTM, Inc. on the Water Storage Tank, Project #2307. AYE: Messrs. Spencer, Peel, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. OWASSO PUBLIC WORKS AUTHORITY PAGE THREE 14AY 1, 1984 D. CONSIDERATION OF RATIFICATION OF CITY COUNCIL ACTION ON BID ON WATER TRANSMISSION LINE, PROJECT #2308. Motion was made by Von Stockler, seconded by Wauhilleau Webb, to ratify the City Council acceptance of the base bid of $648,512.00 submitted by Bartlesville Dirt and Excavation on the Water Trans- mission Line, Project #2308. AYE: Messrs. Spencer, Peel, Smalley, Stockler; Mrs. Webb NAY: None Motion carried. E. CONSIDERATION OF RATIFICATION OF CITY COUNCIL ACTION ON BID ON RANCH CREEK INTERCEPTOR SEWER, PROJECT 0 Motion was made by James Smalley, seconded by Robert Peel, to ratify the City Council acceptance of the low bid of $729 153.45 presented by CTM, Inc. on the Ranch Creek Interceptor Sewer, Project #2309 . AYE: Messrs. Spencer, Stockler, Peel, Smalley; Mrs. Webb NAY: None Motion carried. F. ACKNOWLEDGEMENT OF OKLAHOMA STATE DEPT. OF HEALTH PERMIT #WL- -195. Motion was made by Mayor Spencer, seconded by Von Stockler, to acknowledge receipt of Permit #WL-84-195 from the Oklahoma --State Department of Health. AYE: Messrs. Spencer, Smalley, Peel, Stockler; Mrs. Webb NAY: None Motion carried. G. DISCUSSION AND CONSIDERATION OF STUDY ON EXPANSION OF LAGOON SYSTEM. Mr. Smalley stated that he would like to have documentation to determine cost comparison between a lagoon system and the oxida- tion ditch system. He said he was not advocating any change at this time in preparation for installation of the oxidation ditch system, but felt it was important to know what the cost difference would be. OWASSO PUBLIC WORKS AUTHORITY PAGE FOUR MAY 1, 1984 There was discussion between the Council, the City Manager and Sue Young, environmental planner for INCOG.regarding the rela- tive merits of the two systems. Motion was made by Mayor Spencer, seconded by Von Stockler, to have a study made showing how much the existing lagoon system would need to be expanded to meet the City's needs for the next ten to fifteen years, what the expansion would cost and what the monthly cost would be for operation of the expanded lagoon system; that INCOG submit such a report, that Sprading and -.Asso- ciates be contacted to submit a report, and that Al Young andJ Associates and Farrar --Hudspeth submit a like report if they wish to do so.dnd that all reports should be submitted by May 15, 1984. AYE: Messrs. Spencer, Stockler, Peel, Smalley; Mrs. Webb NAY: None Motion carried. 10. REPORT FROM CITY ATTORNEY None at this time. 11. REPORT FROM CITY MANAGER None at this time. 12. RE UEST FOR EXECUTIVE SESSION: POSSIBLE LITIGATION REGARDING WATER AND SEWER EASEMENT. 13. RE UEST FOR EXECUTIVE SESSION: PERSONNEL MATTER/PUBLIC WORKS DIRECTOR. Motion was made by Mayor Spencer, seconded by Wauhilleau Webb, to consolidate items 12 and 13 and to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: None Motion carried. Meeting recessed at 10:40 p.m. and reconvened at 11:55 P.M. 14.
