HomeMy WebLinkAbout1984.05.15_OPWA MinutesOn Tuesday, May 15, 1984, the Owasso Public Works Authority met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on May 10, 1984. ITEM 1: CALL TO ORDER The meeting was called to order at 10:07 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Robert Peel, Trustee Ron Cates, City Attorney Ann Hendrickson, Secretary ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA ITEMS. A. Minutes of Regular Session of May 1, 1984. B. C. Minutes of Minutes Emergency Meeting of May 7, 1984. D. of Special Session of May 7, 1984. E. Minutes of Treasurer's Reconvened Session of May 7, 1984. Report. Motion was made by James Smalley, seconded by Von Stockler, to approve the Consent Agenda as presented, by reference made'a part hereof. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. CONSIDERATION OF AUTHORIZATION TO REPAIR OR REPLACE INOPERABLE COMMERCIAL TRASH VEHICLE. Mr. Bill Williams and Mr. Harold Moore discussed with the Council the cost and feasibility of repairing the vehicle, and the pos- sibility of starting a monthly service program on the trash vehicles. Motion was made by James Smalley, seconded by Robert Peel, declaring that an emergency situation exists with regard to the inoperable commercial trash vehicle, waiving the competitive bidding require- ments and authorizing the repair of the vehicle. AYE: Messrs. Spencer, Stockler, Smalley, Peel NAY: Mrs. Webb Motion carried. OWASSO PUBLIC WORKS AUTHORITY PAGE TWO MAY 15, 1984 B. CONSIDERATION OF ADOPTION OF RESOLUTION #84-06 DESIGNATING THE CITY MANAGER AS EX-OFFICIO ADMINISTRATIVE HEAD OF OWASSO PUBLIC WORKS AUTHORITY. No action was taken on this item. C. REVIEW AND DISCUSSION OF REPORTS ON EXPANSION OF LAGOON SYSTEM. Susan Young of INCOG and Bob Day of Farrar -Hudspeth presented reports to the Authority on comparison of costs for construction, operation and maintenance of both oxidation ditch and lagoon type waste treatment systems. Mr. Day gave the Council the latest information on the status on Step II of the EPA grant application. 6. REPORT FROM CITY ATTORNEY None at this time. 8. APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stockler, to approve the April OPWA Claims in the amounts of $75,484.11 and $5,305.70. AYE: Messrs. Spencer, Stockler, Peel, Smalley; Mrs. Webb NAY: None Motion carried. 9. NEW BUSINESS There being no new business before the Owasso Public Works Authority, meeting adjourned at 10:52 p.m. �oy M.
