HomeMy WebLinkAbout1984.08.21_OPWA MinutesOn Tuesday, August 21, 1984, the Owasso Public Works Authority met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agend-a posted on City Hall bulletin board at 4:00 p.m. on August 17, 1984. ITEM 1: CALL TO ORDER The meeting was called to order at 8:25 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Chairman Wauhilleau Webb, Vice -Chairman Robert Peel, Trustee Von Stockler, Trustee Lee Dawson, Acting City Manager Ron Cates, City Attorney Ann Hendrickson, Secretary ABSENT: James Smalley, Trustee ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF AUGUST 7, 19'84 OPWA MEETING. Motion was made by Wauhilleau Webb, seconded by Robert Peel, to approve the minutes of August 7, 1984, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS A. RATIFICATION OF ACTION TAKEN ON OPENING OF BIDS FOR BACKHOES IN AUGUST 21, CITY COUNCIL MEETING. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to ratification the action taken on opening of bids for backhoes in August 21, City Council meeting. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. f B. STATUS REPORT ON EPA STEP II/BOB DAY - FARRAR-HUDSPETH a. Passed temporarily. OPWA PAGE TWO AUGUST 21, 1984 C. CONSIDERATION OF APPROVAL OF ADDENDUM NO. 1 TO AGREEMENT BETWEEN OWASSO PUBLIC WORKS AUTHORITY AND AL C. YOUNG & ASSOCIATES OF TULSA INC. AND AUTHORIZATION OF CHAIRMAN TO EXECUTE SAME ON BEHALF OF THE OWA S PUBLIC WORK5 AUTHORITY. Mr. Cates reviewed the matter with Council and Danny Bird, repre- sentative of Al C. Young and Associates. Motion was made by Robert Peel, seconded by Von Stockler, to approve Addendum No. 1 to agreement between Owasso Public Works Authority and Al C. Young & Associates of Tulsa, Inc. and to authorize Chairman to execute same on behalf of Owasso Public Works Authority. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. D. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON ONE l 2 t-n 6 TON PICKUP FOR SANITATION_ DEPARTMENT AND TWO Motion was made by Mayor Spencer, seconded by Wauhilleau Webb, to authorize the advertising of bids on one 1/2 to 3/4 ton pickup for sanitation dept. and two economy size pickups for water and sewer departments. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. E. RE UEST FOR EXECUTIVE SESSION/PERSONNEL MATTER: INTERVIEW OF APPLICANTS FOR POSITION OF PUBLIC WORKS DIRECTOR AND CONSID- ERATION OF HIRING OF PUBLIC WORKS DIRECTOR. Motion was made by Wauhilleau Webb, seconded by Von Stockler, to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Peel; Mrs. Webb NAY: None Motion carried. Meeting recessed at 8:32 p.m. and reconvened at 9:42 p.m. Mayor Spencer stated that the Council wished to postpone a decision until Mr. Smalleyis back. STATUS REPORT ON EPA STEP II/BOB DAY - FARRAR-HUDSPETH Mr. Day reviewed the materials distributed to the Council concern-ing the Consent Order received from the State Dept. of Health. 6. REPORT FROM CITY ATTORNEY None. 7. REPORT FROM CITY MANAGER None. 8. APPROVAL OF CLAIMS Motion was made by Robert Peel, seconded by Von Stockler, to approve the 1983-1984 OPWA claims in the amount of $3,003.69 and $174.80 and the July OPWA claims in the amounts of $105,576.24 and $26,276.50. 9.
