board at 4:00 p.m. on Sept. 21, 1984.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 8:35 p.m. with Chairman Spencer
presiding.

ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA
A. Approval of Minutes of Sept. 4, 1984 Regular OPWA Meeting
B. Approval of Minutes of Sept. 7, 1984 Special OPWA Meeting
C. Approval of Minutes of Sept. 13, 1984 Continued Special
OPWA Meeting.
Motion was made by Robert Peel, seconded by Wauhilleau Webb, to
approve the Consent Agenda, by reference made a part hereof.
AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CO.d-IDERATION OF ACCEPTANCE OF DEDICATION OF WATER LINES AND
SANITARY SEWER LINES, ELM CREEK ESTATES BLOCKS 7, 8, 9 16
AND 31.
Motion was made by Robert Peel, seconded by James Smalley, to accept
dedication of water lines and sanitary sewer lines in Elm Creek
Estates, Blocks 7, 8, 9, 16, and 31.
AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb

B. STATUS REPORT ON EPA STEP II/BOB DAY
Bob Day of Farrar -Hudspeth and Ron Cates, City Attorney discussed
with the Council their meeting in Oklahoma City regarding the
Consent Order issued by the Oklahoma State Dept, of Health. They
recommended a study be conducted by Farrar -Hudspeth, INCOG and OPWA staff
to determine whether the Authority could comply with the figures
given in the Consent Order.
Motion was made by James Smalley, seconded by Robert Peel, to
authorize Farrar -Hudspeth and INCOG to conduct the necessary
study as presented.
AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
C. CONSIDERATION OF ACCEPTANCE OF WATER AND SEWER EASEMENTS AS
LISTED BELOW:

Motion was made by Robert Peel, seconded by James Smalley, to accept
the water and sewer easements from Mr. & Mrs. John Mowery, Dr. & Mrs.
Charles Ford, Sidney J. Hudson & W. Banks Hudson III, Mrs. Ruth
McCarty, Susie B. Spears and Shirley A. Spears.
AYE: Messrs. Spencer, Smalley, Peel; Mrs. Webb

6. REPORT FROM CITY ATTORNEY
None.
7. REPORT FROM CITY MANAGER
Mr. Dawson reported that Bartlesville Dirt and Excavation Co. would
be able to rebuild the inlets for about $400 each and there are only
three that have to be rebuilt.
8. APPROVAL OF CLAIMS
Motion was made by James Smalley, seconded by Robert Peel, to approve
the OPWA claims in the total amounts of $1,809.56 and $125.022.68.

9. NEW BUSINESS
OThere being no new business before the Owasso Public
