Tuesday, February 5, 1985, the Owasso Public Works Authority met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:01.1 p.m. on February 1, 1985. Addendum to Agenda was posted on City Hall bullctir. board at 2:00 p.m. on February 4, 1985. ITEM 1: CALL TO ORDER The meeting was called to order at 3:23 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SLAUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor James Smalley, Trustee Jv n Stockler, Trustee Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Wauhilleau Webb, Vice -Mayor Robert Peel, Trustee ITEM 4: CONSIDEEATION OF APPROVAL OF MINUTES OF JANUARY 15, 1985 OPWA MEETING. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of January 15, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley AAY : ?done Motion carried. ITEM 5: BUSINESS A. CO-\dSIDE -aZTI0t1 OF ACCEPTAINCE PND APPROVAL OF SE!, R EASEMENT FROM LARKIN AND ELSIE BAILEY. Motion was made by Mayor Spencer, seconded by Von Stockler, to accept and approve sewer easements from Larkin and Elsie Bailey. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. O.P.W.A. PAGE 2 FEB. 5, 1935 B. CONSIDERATION OF ADOPTION OF RESOLUTION #85-05 PROVIDING PROCEDURES TO BE FOLLOWED IN RECEIVING COMPETITIVE BIDS, OPENING OF COMPETITIVE BIDS, AND PRESENTATION OF COMPET- ITIVE BIDS TO THE CITY OF OWASSO, OK. AND PROVIDING NOTIFICATION THEREOF IN ALL BID NOTICES. Motion was made by James Smalley, seconded by Von Stockler, to adopt Resolution #85-05. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. C. CONSIDERATIONQ OF AUTHORIZATION) FOR CITY MANAGER TO CONDUCT A FINANCIAL ANALYSIS OF COMMERCIAL REFUSE SERVICE TO DETER- MINE ACTUAL COST OF OPERATION, AND TO PREPARE BID SPECIFICA- TIONS FOR CONSIDERATION OF POSSIBILITY OF CONTRACTING PRIVATE FIRM TO PROVIDE COMMERCIAL REFUSE SERVICE WITHIN THE CITY. Motion was made by James Smalley, seconded by Von Stockler, to authorize the City Manager to conduct a financial analysis of commercial refuse service and to prepare bid specifications for contracting private firm to provide commercial refuse service. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. D. REQUEST FOR EXECUTIVE SESSION: LITIGATION, YORK V. OPWA, CASE #84-C-821-C, REQUEST FOR DIRECTIONS. Passed to end of agenda. E. CONSIDERATION OF AUTHORIZATION FOR CITY MANAGER TO ADVERTISE FOR BIDS FOR TWO OUTRIGGER HYDRAULIC CYLINDERS FOR JOHN DEERE BACKHOE. Motion was made by Mayor Spencer, seconded authorize the City Manager to advertise for hydraulic cylinders for John Deere backhoe. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY None. by Von Stockler, to bids for two outrigger 1 1 0.P.W.A. PAGE THREE 7. REPORT FROM CITY MANAGER FEB. 5, 1985 A. REVIEW OF CORRECTED BID SPECIFICATIONS FOR COMMERCIAL REFUSE TRUCKS. The City Manager noted changes that were made in the bid speci- fications and stated that he would advertise, but would set the bid opening date far enough in the future to allow the financial analysis to be complete. 8. NEW BUSINESS None D. REQUEST FOR EXECUTIVE SESSION: LITIGATION, YORK V. O.P.W.A. Motion was made by Von Stockler, seconded by James Smalley, to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. Meeting recessed at 8:32 p.m. and reconvened at 8:43 p.m. Motion was made by James Smalley, seconded by Mayor Spencer, to authorize the City Attorney to not personally attend depositions in this case other than those of O.P.W.A. officials or officers. AYE: Messrs. Spencer, Stockler, Smalley NAY: None Motion carried. Motion was made by James Smalley, seconded by Von Stockler, to adjourn the meeting of the Owasso Public Works Authority. AYE: Messrs.
