HomeMy WebLinkAbout1985.02.19_OPWA MinutesOn Tuesday, February 19, 1985, the Owasso Public Works Authority met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on February 15, 1985. Addendum to Agenda was posted on City Hall bulletin board at 2:00 p.m. on Feb. 18, 1985. ITEM 1: CALL TO ORDER The meeting was called to order at 8:45 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Chairman Wauhilleau Webb, Vice -Chairman James Smalley, Trustee Von Stockler, Trustee Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Robert Peel, Trustee ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF FEBRUARY 5, 1985 OPWA MEETING. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of February 5, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Stockler., Smalley; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS: A. CONSIDERATION OF APPROVAL FOR O.P.W.A. TO UTILIZE CITY OF OWASSO PERSONNEL MANUAL. Passed to March 5, 1985. B. CONSIDERATION OF AUTHORIZATION FOR CITY MANAGER TO ADVERTISE FOR BIDS ON PRIVATE REFUSE_ COMPANY TO PROVIDE COMMERCIAL REFUSE COLLECTION SERVICE IN THE CITY. Motion was made by Mayor Spencer, seconded by James Smalley, to authorize the City Manager to advertise for bids to provide com- mercial refuse collection service in the City. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None Motion carried. :i O.P.W.A. TWO FEB. 19, 1985 C. REQUEST FOR EXECUTIVE SESSION: LITIGATION1 YORK VS O.P.W.A. Passed temporarily. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER Mr. Galloway reported that Janet Atkinson from Al C. Young has prepared the design criteria for the water and drainage aspect of the DECA project and had done an excellent job. He said the bid documents are very detailed and are now being reviewed. He asked that approval to advertise be on the next agenda. 8. APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stockler, to approve the O.P.W.A. claims in the total amount of $96,997.11. AYE: Messrs. Spencer, Stockler, Smalley, Mrs. Webb NAY: done Motion carried. 9. NEW BUSINESS Mr. Danny Byrd of Al C. Young and Associates outlined problems relating to procurement of easements for new sewer lines. He gave several possible solutions. The City Attorney requested an Executive Session on this item for March 5 agenda. Motion was made by James Smalley, seconded by Von Stockler, to resolve to consider Item C: Request for Executive Session with the Owasso City Council Executive Session upon its reconvening. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb 14AY : None Motion carried. Meeting recessed at 9:13 p.m. and reconvened at 9:30 p.m. C. REQUEST FOR EXECUTIVE SESSION: LITIGATION - YORK VS. O.P.W.A. No action was taken. Motion was made by James Smalley, seconded by Von Stockler, to adjourn the meeting of the Owasso Public Works Authority. AYE: Messrs.
