On Tuesday, March 5, 1985, the Owasso Public Works Authority met
in a regular session in the Council Chambers at City Hall per
the Notice of Public Hearing and Agenda posted on City Hall
bulletin board at 4:00 p.m. on March 1, 1985.
6W ITEM 1: CALL TO ORDER
The meeting was called to order at 9:50 p.m. with Chairman Spencer
presiding.

PRESENT: Boyd M. Spencer, Chairman
Wauhilleau Webb, Vice -Chairman
James Smalley, Trustee
Von Stockler, Trustee
Dan Galloway, City Manager

ABSENT: Robert Peel, Trustee
ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF FEBRUARY 19, 1985,

Motion was made by James Smalley, seconded by Von Stockler, to
approve the minutes of February 19, 1985, by reference made a
part hereof.
AYE: 1"Zessrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATIOA OF ACCEPTANCE OR REJECTION OF BIDS ON TWO OUTRIGGER
HYDRAULIC CYLINDERS FOR BACKHOE.
Motion was made by James Smalley, seconded by Von Stockler, to
accept the bid of C. L. Boyd in the amount of $952.86 as the low
bid meeting specifications.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
B. CONSIDERATION OF APPROVAL FOR OPWA TO UTILIZE CITY OF OWASSO
PERSONNEL MANUAL.
Passed for completion of final draft.

C. REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTER. CONSIDERATION
OF IMPACTS OF PROPOSED PERSONNEL POLICY AND PAY CLASSIFICATION
CHANGES.
No Executive Session was held.
Motion was made by James Smalley, seconded by Wauhilleau Webb, to
approved the pay classification changes as presented.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
D. REQUEST FOR EXECUTIVE SESSION: SEWER EASEMENT. CONSIDERATION OF
POSSIBLE CONDEMNATION ACTION.
Motion was made by Mayor Spencer, seconded by Von Stockler, to
deny the request for Executive Session.
AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb
NAY: None
Motion carried.
6. REPORT FROM CITY ATTORNEY
Mr. Cates reported that he had received a file stamped copy of a
joint application for dismissal with prejudice in the case of
York vs. O.P.W.A. and that he anticipates an order dismissing
that action in the near future.
7. REPORT FROM CITY MANAGER
None at this time.
8. NEW BUSINESS
There being no business before the Owasso Public Works Authority,
motion was made by Von Stockler, seconded by James Smalley, to
adjourn.

NAY: None
