in the Council Chambers at City Hall on Tuesday, March 19,1985, per
the Notice of Public Hearing and Agenda posted on City Hall bulletin
board at 4:00 p.m. Addendum to agenda was posted on the City Hall
bulletin board at 4:15 p.m. on March 18, 1985.
ITEM 1: CALL TO ORDER
The meeting was called to order at 8:10 P.M. with Chairman Spencer
presiding.

ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF MARCH 5, 1985
O.P.W.A. MEETING.
Motion was made by Wauhilleau Webb, seconded by Von Stockler, to
approve the minutes of March 5, 1985, by reference made a part
hereof.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
ITEM 5: BUSINESS
A. CONSIDERATION OF APPROVAL OR REJECTION OF BIDS SUBMITTED ON

All bids received were opened publicly on Thursday, March 14, 1985,
at 2:00 p.m. in the Council Chambers at City Hall by the City
Manager, witnessed by the City Clerk and Ralph.Griffin, Street Dept.
The City Manager reviewed the bids and stated that he would like
to have the item continued for further review and also to'see what
results from the bidding on private firm supplying commercial refuse
service.
Item A was passed to the April 15, 1985 O.P.W.A. meeting.
Mr. Tom Kimball read the results of the Council election held this
date, stating that Mr. Von Stockler had been re-elected from Ward 2
and Mr. Kenneth Wood had been elected from Ward 1.

B. CONSIDERATION OF AN AMENDMENT TO THE FARRAR-HUDSPETH CONTRACT
TO INCLUDE DEVELOPMENT OF A SLUDGE MANAGEMENT PLAN.
The City Manager reviewed a recent action taken by the State Dept.
of Health requiring the Authority to present a Sludge Management
Plan for the new wastewater treatment facility.
Motion was made by Robert Peel, seconded by Von Stockler, to
approve an amendment to the Farrar -Hudspeth contract to include
the development of a sludge management plan.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None

C. CONSIDERATION OF AUTHORIZATION FOR THE CITY MANAGER TO ENGAGE
THE SERVICES OF AN ENVIRONMENTAL LABORATORY FOR SLUDGE SAMPLE

Motion was made by James Smalley, seconded by Wauhilleau Webb, to
authorize the City Manager to engage the services of an -environ-
mental laboratory for sludge sample analysis.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb

Motion carried.
D. CONSIDERATION OF APPROVAL OF ALTERNATE SEWER LINE ROUTE ALONG
SANTA FE RAILROAD LINES.
Mr. Danny Byrd of Al C. Young and Associates stated that Santa Fe
was agreeable to having the sewer line on their easement and would
assess a fee of $360 per year.
Motion was made by Mayor Spencer, seconded by Robert Peel, to approve
an alternate sewer line route along Santa Fe railroad lines.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb

Motion carried.
E. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE
REPAIR OR PURCHASE OF ENGINE FOR RESIDENTIAL TRASH TRUCK.
The City Manager stated that because of an oil loss it would be
necessary to either repair or replace an engine in one of the
residential trash trucks.

Motion was made by Mayor Spencer, seconded by Von Stockler, to
declare that an emergency exists due to the loss of a residential
refuse truck which could threaten the health and safety of the
inhabitants of Owasso.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb

Motion carried.
Motion was made by Robert Peel, seconded by Von Stockler, to authorize
the City Manager to purchase a new engine for the residential refuse
truck.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None
Motion carried.
F. CONSIDERATION OF REPORT FROM CITY AUDITORS REGARDING 1983-1984
AUDIT.
Passed to the April 8, 1985 O.P.W.A. meeting.
6. REPORT FROM CITY ATTORNEY
None at this time.
7. REPORT FROM CITY MANAGER
The City Manager stated that the Authority would be advertising
for a new Public Works Director in the next few weeks.
8. APPROVAL OF CLAIMS
Motion was made by James Smalley, seconded by Von Stockler, to approve
the O.P.W.A. claims as submitted in the total amount of $115,582.37.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None

9. NEW BUSINESS
Mayor Spencer suggested that a maintenance agreement be obtained for
the refuse trucks. There being no further business before the
Owasso Public Works Authority, a motion was made by Von Stockler,
seconded by Robert Peel, to adjourn the meeting of the Owasso Public
Works Authority.
AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb
NAY: None Motion carried. Meeting ad' urned at 8:45 p.m.
