HomeMy WebLinkAbout1985.06.04_OPWA Minutesrli 14 1Z_� On Tuesday, June 4, 1985, the Owasso Public Works Authority met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on May 31, 1985. ITEM 1: CALL TO ORDER The meeting was called to order at 8:18 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Chairman James Smalley, Vice -Chairman Von Stockler, Trustee Kenneth Wood, Trustee Dan Galloway, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ABSENT: Robert Peel, Trustee ITEM 4• CONSIDERATION OF APPROVAL OF MINUTES OF MAY 21, 1985 O.P.W.A. MEETING. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of May 21, 1985, by reference made a part hereof. 16. AYE: Messrs. Spencer, Stockler, Smalley, Wood NAY: None Motion carried. ITEM 5: CONSIDERATION OF AUTHORIZATION TO DECLARE AN EMERGENCY, WAIVE COMPETITIVE BIDDING REQUIREMENTS AND APPROVE EXPENDITURE FOR REHABILITATION OF LIET STATION AT 106th ST. NORTH. Mr. Galloway reviewed with the Authority the necessity of extensive repairs being made as soon as possible to the lift station to pre- vent another spillage of raw sewage on property of Owasso citizens. Motion was made by Chairman Spencer, seconded by Von Stockler, that, due to the possibility of continual discharge of raw sewage, that a health hazard does exist warranting declaration of an emergency condition, that the time delay to comply with the provisions of the Competitive Bidding Act would increase the problem and is too great, considering the exposure to the citizens as well as the liability of the City or Trust Authority, an emergency shall be declared, competitive bidding requirements shall be waived and the necessary expenditure to rehabilitate the lift station at 106th St. North shall be approved. AYE: Messrs. Spencer, Stockler, Smalley, Wood NAY: None Motion carried. 6. REPORT FROM CITY ATTORNEY None at this time. 7. REPORT FROM CITY MANAGER Discussion of Proposed 1985-1986 O.P.W.A. Budget. Mr. Galloway reviewed the first draft of the budget with the Authority. 8.
