HomeMy WebLinkAbout1985.09.17_OPWA Minutesi On Tuesday, September 17, 1985, the Owasso Public Works Authority met in a regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on September 13, 1985. ITEM 1: CALL TO ORDER The meeting was called to order at 7:47 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Chairman James Smalley, Vice -Chairman Von Stockler, Trustee Kenneth Wood, Trustee Robert Peel, Trustee Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Ann Hendrickson, Secretary ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF SEPT. 3 1985 O.P.W.A. MEETING. �Motion was made by Kenneth Wood, seconded by Mayor Spencer, to 4 approve the minutes of Sept. 3, 1985, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 5: CONSIDERATION OF DECLARATION OF SURPLUS OR OBSOLETE OF ONE MASSEY-FERGUSON BACKHOE TRACTOR/THURMAN. Terry Thurman, O.P.W.A. Director, reviewed the condition and present useage of the backhoe. Motion was made by Kenneth Wood, seconded by Von Stockler, to declare the Massey -Ferguson backhoe as surplus or obsolete. AYE: Messrs. Wood, Peel, Stockler NAY: Messrs. Spencer, Smalley Motion carried. ITEM 6: CONSIDERATION OF ADVERTISEMENT FOR BIDS FOR A USED 450 CRAWLER TRACTOR WITH -WAY BLADE WITH SURPLUSED GRADE -ALL AND MASSEY-FERGUSON BACKHOE AS TRADE-IN. Mr. Galloway asked that the Grade -All not be considered for trade- in. Mr. Thurman discussed �he item with the Authority. OPWA SEPT. 17, 1985 PAGE 2 Motion was made by Mayor Spencer, seconded by Von Stockler, to '"` deny the request to advertise for bids for a used 450 crawler tractor. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 7: CONSIDERATION OF AUTHORIZATION FOR CITY ATTORNEY TO FILE PROOF OF CLAIM IN THE BANKRUPTCY HEARING OF LONNIE E. EVANS AND CYNTHIA ANN EVANS. Motion was made by James Smalley, seconded by Von Stockler, to autho- rize the City Attorney to file proof of claim in the bankruptcy hear- ing of Lonnie E. Evans and Cynthia Ann Evans. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel NAY: None Motion carried. ITEM 8: REPORT FROM CITY ATTORNEY Mr. Cates reported that he had received permission from Judge Cook to file a brief and hopefully argue in the Glenpool vs. Creek County Rural Water District case. He said the brief is due October 4. He further stated that Oklahoma Municipal League has also resolved to seek amicus curiae in the matter. ITEM 9: REPORT FROM CITY MANAGER None at this time. ITEM 10: APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stockler, to approve the O.P.W.A. claims in the total amount of $99,575.87. AYE: Messrs. Spencer, Stockler, Smalley, Wood, Peel MAY: None Motion carried. ITEM 11: NEW BUSINESS There being no new business before the Owass-o Public Works Authority, ...w motion was made by Von Stockler, seconded by Robert Peel to adjourn. AYE: Messrs.
