On Tuesday, March 4,1986, the Owasso Public Works Authority
met in regular session in the Council Chambers at the Com-
munity Center, per the Notice of Public Hearing and Agenda
posted on City Hall bulletin board at 4:00 p.m. on Feb-
ruary 28,1986.
ITEM 1: CALL TO ORDER
The meeting was called to order at 7:21 p.m. with Chair-
man Spencer presiding.
ITEM 2: FLAG SALUTE
The flag salute was led by Chairman Spencer.
ITEM 3: ROLL CALL

ITEM 4: CONSIDERATION OF APPROVAL OF O.P.W.A. MINUTES OF
FEBRUARY 18.1986
Mr. Wood stated that Item 6 on Page 2 should be corrected
to reflect......"Special City Council Meeting".
Motion was made by Mr. Von Stockler, seconded by Mr. Robert
Peel, to approve the minutes of February 18,1986 as corrected,
by reference made a part hereto.

ITEM 5: CONSIDERATION OF APPROVAL OF O.P.W.A WARRANT
PAYMENTS
Motion was made by Mr. Kenneth Wood, seconded by Mr. Von
Stockler, to approve the O.P.W.A. Warrants, as submitted.

ITEM 6: PUBLIC HEARING OF PROPOSED WATER, SEWER, AND
TRASH RATES
Mr.. Dan Galloway reviewed the proposed increases in water,
sewer and trash rates. In reviewing the rate increase for
water, Mr. Galloway stated that we do not treat our own water
but purchase treated water from the City of Tulsa. We renew a
contract with the City of Tulsa each year. This year our rates
took an increase of about 6� per 1,000 gallons to at cost of
97� per 1,000 gallons as of July,1985. Within this same contract
our rates will increase on May 1,1986 to $1.03 per 1,000 gallons.
July 1, 1986 we will sign a new yearly contract with the City
of Tulsa with a possible increase again of 3� to.10¢ per 1,000
gallons.

Mr. Galloway requests an increase in the minimum rate from
$3.35 per first 1,000 gallons to $5.50 per first 1,000 gallons
and $1.90 for each addtiional 1,000 gallons. These rates will
apply within the city limits. Rates outside the city limits
have been established by a resolution to be 1.9 times the
city rates.
Mr. Galloway suggested that the sewer rates remain the same
except for one exception... that is changing the minimum fee
to $2.00. Minimum fee is now $1.SO. Sewer rates depend on
water useage.
In regard to the trash rates, Mr. Galloway is asking for an
increase of $1.00 per month. The current rate is $S,-SO.
The new rate would be $6.SO per month. The rate is for a

once a week trash pick-up with polycarts provided.
Mr. Galloway stated the city's landfill rates, which
are paid to dump trash, will increase in Suly,1986.
After Mr. Galloway's presentation the floor was open
to discussion. The following people commented:
Gary Copper questioned our water supply limit since
our rates have no incentive to be conservative.
Mr. Galloway replied that at this time we have no
supply problem. Mr. Copper asked if we have a problem
with polycart maintance. Mr. Galloway stated that this
is not a great problem.
A lady in the audience voiced a concern that low income
or fixed income people are being the most effected with
an increase in all base rates.
Mr. Galloway stated the city has a provision for a 250
discount to low income households, if they qualify.
Al Lambert questioned Mr. Galloway about commercial trash
pick-up since it was not mentioned in the rate increases.
Mr. Galloway stated the city only provides residental
trash pick-up. The commercial pick-up is now under
contract with Waste Management Corporation.
Mr. Von Stockler stated that people need to realize
the cost of maintaining the vehicles and cost increases
in parts,etc. These items are all taken into consideration
when the city has need of a rate hike.
Nancy Ratten stated she was very concerned about the rates
being increased at the base rate only. This, she states,
will effect fixed income, low income and single parent
households most.
Tom Kimball commented that a study was done by the council
five years ago and it was found at that time that low usage
does not necessarily mean a low income household. It quite
often was a small business or a two person household.
Mr. Wood questioned Mr. Galloway on how the sewer rates
are determined.
Mr. Galloway, stated that an average of three months of
water useage is used. Those months being December,

January and February. The reason those months are used
is that most all water that is metered also runs thru
the sewer. In summer months people water gardens, lawns
and wash their cars and that water does not generally
go into the sewer system.
Mayor Spencer stated that he feels the three month system
of establishing a sewer rate is better than a yearly
averaging.
Nancy Rattan asked when the rates were last raised.
Mr. Galloway stated that the sewer rates were established
in 1975 or 1976 and have not been raised since then.
The water rates have not been raised in the last two years
and the trash rates are also the original rates.
Mayor Spencer stated that at the time the rates were
established the city was serving approximately 1,600
households and the city now serves around 4,000 households.
Mr. Galloway reinstated the need for rate increases.
Motion was made by Mayor Spencer, seconded by Mr. Robert
Peel, to accept the rates as presented by Mr. Galloway
and that they go into effect May 1 of this year.
