HomeMy WebLinkAbout1986.04.15_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY APRIL 15,1986 PAGE ONE On Tuesday, April 15,1986, the Owasso Public Works Authority met in regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on April 11,1986. ITEM 1: CALL TO ORDER The meeting was called to order at 7:42 p.m. with. Chairman Boyd Spencer presiding. ITEM 2: FLAG SALUTE The flag salute was led by Chairman Spencer. ITEM 3: ROLL CALL PRESENT: Boyd Spencer, Chairman James Smalley, Vice -Chairman Robert Peel, Trustee Kenneth Wood, Trustee Von Stockler, Trustee Dan Galloway, City Manager Ron Cates, City Attorney Jane Buchanan, Secretary ABSENT: None ITEM 4: CONSIDERATION OF APPROVAL OF O.P.W.A. MINUTES OF MARCH 18,1986 Motion was made by Mr. Robert Peel, seconded by Mr. Von Stockler, to approve the minutes of March 18,1986, by reference made a part hereof. AYE: Messrs. Peel, Stockler, Wood, Smalley, Spencer NAY: None MOTION: Carried ITEM 5: CONSIDERATION OF APPROVAL OF O.P.W.A. WARRANT PAYMENTS Motion was made by Mr. James Smalley, seconded by Mr. Von Stockler, to approve O.P.W.A. Warrants, as submitted. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None MOTION: Carried OWASSO PUBLIC WORKS AUTHORITY APRIL 15,1986 PAGE TWO ITEM 6: CONSIDERATION OF ACTION ON BANKRUPTCY CASE NO. 84-00827 WOOLDRIDGE, CHARLES LEE AKA BUD WOOL - RIDGE DBA BUD'S CAR CARE RON CATES Mr. Ron Cates stated that since the above mentioned person owes an amount of $100.05, he recommends the council take no action in the matter since it would not be cost efficient to do so. A motion was made by Mr. Kenneth Wood, seconded by Manor Spencer, to dismiss any further action. AYE: Messrs. Wood, Spencer, Peel, Smalley, Stockler NAY: None MOTION: Carried ITEM 7: CONSIDERATION OF AUTHORIZATION OF CITY MANAGER TO ENTER CONTRACTURAL AGREEMENT WITH MAX HOLLOWAY, INC. FOR SMOKE TESTING SEWER SYSTEM IN NORTHERN PORTION OF THE CITY. DAN GALLOWAY/FRED KEAS Mr. Dan Galloway stated that the city has had some sewage seepage in the past from the 106th Street lift station. The pump station has been completely updated. During rain storms there still is a problem due to cracks and broken places in the storm sewer lines. Most effective way to locate storm flow entrances is thru the smoke testing system. Mr. Galloway recommended to the council the firm of Max Holloway, Inc. Three firms submitted proposals with Max Holloway, Inc.proposal being most cost effective since they will assume total liability, furnish all man- power and work directly with the residents to answer any questions they may have during the testing period. After questions from council were answered by Mr. Keas as to time frame of testing and process taken during testing to insure the welfare of the residents, motion was made by Mr. Kenneth Wood, seconded by Mr. James Smalley, to accept the recommendation from Mr. Galloway, and to direct him to enter into above mentioned contract. AYE: Messrs. Wood, Smalley, Peel, Stockler, Spencer NAY: None MOTION: Carried OWASSO PUBLIC WORKS AUTHORITY APRIL 15,1986 PAGE THREE ITEM 8: CONSIDERATION OF APPROVAL OF TERRACON CONSULTANTS, INC. PROPOSAL TO CONDUCT SUBSURFACE SOIL TESTS FOR DESIGN NEEDS FOR WASTEWATER TREATMENT PLANT. DAN GALLOWAY/FRED KEAS/JON NELSON Mr. Dan Galloway stated that one of the requirements of Farrar -Hudspeth -Cobb, Inc., the consulting engineers on our proposed sewer treatment plant is a detailed subsurface investigation to comply with our referenced project. Two proposals were submitted with Farrar - Hudspeth -Cobb, Inc. recommending Terracon with a maximum fee of $3,400.00 while Stewart -White estimated $5,685.00. Mr. Jon Nelson represented the engineering firm to answer questions. After questions and discussion, a motion was made by Mr. Kenneth Wood, seconded by Mr. Von Stockler, that the City accept the recommended proposal from Terracon, with the maximum cost not to exceed $3,400.00. Any additional cost must be approved by council. AYE: Wood, Stockler, Smalley, Peel, Spencer NAY: None MOTION: Carried ITEM 9: REPORT FROM CITY MANAGER None ITEM 10: REPORT FROM CITY ATTORNEY None ITEM 11: NEW BUSINESS None Motion was made by Mr. Kenneth Wood, seconded by Mr. Von Stockler, to adjourn.
