The Owasso Public Works Authority met on Tuesday, June 17, 1986
in a regular session in the Council Chambers at the Community
Center per the Notice of Public Hearing and Agenda posted on
City Hall bulletin board at 4:00 p.m. on Friday, June 13, 1986.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 10:25 p.m. with Chairman
Spencer presiding.
ITEM 2:
FLAG SALUTE.
The Flag
Salute was led by Kenneth Wood.
ITEM 3:
ROLL CALL.
PRESENT:
Boyd M. Spencer, Chairman
Von E. Stockler, Vice -Chairman
Robert M. Peel, Trustee
Kenneth M. Wood, Trustee
Allen C. Sumpter, Trustee
Fred Keas, O.P.W.A. Manager
J. Douglas Mann, Attorney
Jane Buchanan, Secretary
ABSENT: None
ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF JUNE 3, 1986.
Motion was made by Mr. Kenneth Wood, seconded by Mr. Robert Peel,
to approve the minutes of June 3, 1986, by reference made a
part hereof.
AYE: Messrs. Wood, Peel, Stockler, Sumpter, Spencer
NAY: None
MOTION: Carried
ITEM 5: CONSIDERATION OF APPROVAL OF WARRANTS.
Mr. Wood questioned the purchase of a typewriter when the
City recently sold a typewriter at public auction.
Mr. Keas and Mrs. Buchanan stated that the typewriter sold at
auction was inoperable and had been repaired a number of times
prior to being included in the auction.
With no further discussion, a motion was made by Mr. Kenneth
Wood, seconded by Mr. Robert Peel,to approve all warrants
as submitted.

ITEM 6: CONSIDERATION AND VOTE TO EMPLOY J. DOUGLAS MANN
AS ATTORNEY FOR OWASSO PUBLIC WORKS AUTHORITY.
Mr. Mann stated that since the City and the Trust are two
different entities, he feelsit is necessary for each to
be on record as officially retaining him as attorney.
A motion was made by Mr. Kenneth Wood, seconded by Mr. Von
Stockler, to employ Mr. J. Douglas Mann as attorney for the
Owasso Public Works Authority.
AYE: Messrs. Wood, Stockler, Sumpter, Peel, Spencer
NAY: None
MOTION: Carried
ITEM 7: CONSIDERATION AND VOTE TO EMPLOY TED McCLURE AS
TREASURER FOR THE OWASSO PUBLIC WORKS AUTHORITY.
Mr. Keas stated that since Mr. McClure is responsibile for
the Owasso Public Works Authority accounting, it should also
be officially stated on record that he is employed by the
Trustees.
A motion was made by Mr. Kenneth Wood, seconded by Mr. Von
Stockler, to employ Mr. Ted McClure as treasurer for the
Owasso Public Works Authority.

ITEM 9: REPORT FROM O.P.W.A. MANAGER.
(a) Mr. Keas stated that during the heavy rains that the
city had this spring, a survey was conducted on the manholes.
Several manholes overflow often. Sealed and locking manhole
covers were ordered and have been installed. A maintance
program will be started also.
(b) Mr. Keas also stated that Tulsa County crews will be in
the city within the next week to ten days to remove the dirt

and debris from some ditches and also strip 86th Street North.
(c) The smoke testing program for the sewer lines was started
this last week, but due to the high moisture content in the
soil, it has been decided to wait until it is drier to continue.
ITEM 10: REPORT FROM O.P.W.A. ATTORNEY.
No Report.
ITEM 11: UNFINISHED BUSINESS.

ITEM 12: NEW BUSINESS.
None
ITEM 8: REQUEST FOR EXECUTIVE SESSION. PERSONNEL MATTERS.
Mr. Keas stated that he asked for a executive session to discuss
with the Trustees personnel promotions.
A motion was made by Mr. Kenneth Wood, seconded by Mr. Von
Stockler, to recess into executive session.
AYE: Messrs. Wood, Stockler, Sumpter, Peel, Spencer
NAY: None
MOTION: Carried
Meeting recessed at 10:32 p.m.
Meeting reconvened at 11:07 p.m. with no action taken on
Item 8.
Motion was made by Mr. Von Stockler, seconded by Mr. Robert
Peel, to adjourn.
AYE: Messrs. Stockler, Peel, Sumpter, Wood, Spencer
NAY: None
MOTION: Carried
