HomeMy WebLinkAbout1986.08.05_OPWA MinutesI 1 OWASSO PUBLIC WORKS AUTHORITY AUGUST 5, 1986 PAGE ONE On Tuesday, August 5, 1986 the Owasso Public Works Authority met in a regular session in the Council Chambers per the Notice of Public Hearing and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, August 1, 1986. ITEM 1: CALL TO ORDER. The meeting was called to order at 10:21 p.m. with Chairman Spencer presiding. ITEM 2: FLAG SALUTE. Flag Salute was led by Mr. Wood. ITEM 3: ROLL CALL. PRESENT: Boyd M. Spencer, Chairman Von E. Stockler, Vice —Chairman Robert M. Peel, Trustee Kenneth M. Wood, Trustee Allen C. Sumpter, Trustee Fred Keas, O.P.W.A. Manager Jane Buchanan, Secretary ABSENT: None Note: J. Douglas Mann, Attorney was excused from attendance at this meeting. ITEM 4: CONSIDERATION TO APPROVE AND VOTE UPON THE MINUTES OF JULY 15. 1986. A motion was made by A. Sumpter, seconded by R. Peel, to approve the minutes of July 15, 1986, by reference made a part hereto. AYE: Messrs. Sumpter, Peel, Stockler, Wood, Spencer NAY: None MOTION: Carried ITEM 5: CONSIDERATION TO APPROVE AND VOTE UPON THE WARRANTS. A motion was made by A. Sumpter, seconded by K. Wood, to approve the warrants, as submitted. AYE: Messrs. Sumpter, Wood, Stockler, Peel, Spencer NAY: None MOTION: Carried OWASSO PUBLIC WORKS AUTHORITY AUGUST 5, 1986 PAGE TWO ITEM 6: CONSIDERATION AND VOTE TO ADVERTISE AND SEEK SEALED BIDS FOR INSTALLATION OF 10,000 GALLON FUEL TANK (1) DUAL PUMP WITH SIXTY (60) KEY LOCKS. F. Keas presented this proposal to Trustees. A motion was made by R. Peel, seconded by V. Stockler to advertise and seek sealed bids on the above mentioned item with bids to be received by the City Clerk acting as Secretary to the Board of Trustees. Bids will be opened publicly at the September 2, 1986 meeting of the Trustees. AYE: Messrs. Peel, Stockler, Wood, Sumpter, Spencer NAY: None MOTION: Carried ITEM 7: CONSIDERATION AND VOTE TO LEASE PURCHASE TWO (2) SMALL UTILITY PICK-UP TRUCKS. F. Keas presented this to Trustees stating that proposals were included in Trustees packets. He stated that he would like to lease purchase because of the cash flow situation at this time. One reason for this is the fact that the back pay on the sick leave days was recently paid out. K. Wood stated he would like to purchase these trucks, if at all possible. A motion was made by K. Wood, seconded by V. Stockler, to approve the consideration to lease purchase two small pick-ups with the stipulation that there be no interest charges and pay-off to be within ninety (90) days. AYE: Messrs. Wood, Stockler, Sumpter, Peel, Spencer NAY: None MOTION: Carried ITEM 8: CONSIDERATION AND VOTE TO LEASE PURCHASE ONE (1) 450 CRAWLER DOZIER. F. Keas asked Mr. T. Thurman, OPWA Director to present this to the Trustees and make his recommendation. T. Thurman presented his request to the Trustees. B. Spencer questioned the percentage of the year that such a piece of equipment such as this would be used. OWASSO PUBLIC WORKS AUTHORITY AUGUST 5, 1986 PAGE THREE K. Wood questioned the cost if we rented it rather than purchase. T. Thurman stated he did not have this infor- mation available at this time. K. Wood also asked for a list of projects that this piece of machinery is to be used for and the amount of time required. T. Thruman reviewed this generally. T. Thurman recommended to the Trustees that they go with Dabco which submitted the low proposal quote. A represent- ative was present to inform the Trustees of an interest rate of 7%. F. Keas stated that there was a need for this piece of equipment for work to do done at this time, but he was concerned as to the steady use after the present projects are completed. A motion was made by B. Spencer, seconded by K. Wood, that the consideration be denied at this time. AYE: Messrs. Spencer, Wood, Peel, Stockler, Sumpter NAY: None MOTION: Carried ITEM 9: REPORT FROM OPWA ATTORNEY. None ITEM 10: REPORT FROM OPWA MANAGER. F. Keas stated that at the next Trustees meeting a full report will be given on the smoke testing program that has been completed. ITEM 11: NEW BUSINESS. B. Spencer stated that under Item 8, he would like F. Keas to bring back to the Trustees a full report on time and useage within sixty (60) days.
