On Tuesday, January 20, 1987 the Owasso Public Works Authority met in a
regular session at the Community Center per the Notice of Public Meeting
and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday,
January 16, 1987.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 8:30 p.m. with Chairman Wood presiding.
ITEM 2: ROLL CALL.
PRESENT: Kenneth M. Wood, Chairman
Von E. Stockler, Vice -Chairman
Boyd M. Spencer, Trustee
Allen C. Sumpter, Trustee
Ronald D. Cates, OPWA Attorney
Bob Allen, Acting City Manager
Jane Buchanan, Secretary
ABSENT: Robert M. Peel, Trustee
ITEM 3: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF JANUARY 6, 1987.
A motion was made by B. Spencer, seconded by V. Stockler, to approve the
minutes of the January 6, 1987 meeting by reference made hereto.
AYE: Messrs. Spencer, Stockler, Sumpter, Wood
NAY: None
MOTION: Carried 4-0
ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS.
After discussion, a motion was made by V. Stockler, seconded by B. Spencer,
to approve the warrants as submitted.
AYE: Messrs. Stockler, Spencer, Sumpter, Wood
NAY: None
MOTION: Carried 4-0
ITEM 5: CONSIDERATION AND VOTE TO APPOINT MR. RON CATES AS O.P.W.A ATTORNEY.
A motion was made by A. Sumpter, seconded by V. Stockler, to appoint Mr. Ron
Cates as O.P.W.A. attorney.
AYE: Messrs. Sumpter, Stockler, Wood
NAY: Mr. Spencer

ITEM 6: CONSIDERATION AND VOTE TO AUTHORIZE THE ACTING CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH FRED S. JAMES COMPANY IN REGARD TO ANNUAL
COVERAGE ON THE CITY'S PROPERTY AND CASUALITY INSURANCE, INSURING
CITY PROPERTY. - - ---- -- - -
A motion was made by B. Spencer, seconded by A. Sumpter, to authorize the Act-
ing City Manager to enter into a policy with the Hartford Company with a $500.00
deductible on the City's Property and Casuality Insurance subject to the approval
of Oklahoma Municipal League of Hartford Company as an insurance carrier.
AYE: Messrs. Spencer, Sumpter, Stockler, Wood
NAY: None
MOTION: Carried 4-0
NOTE: On January 21, 1987 Pamela Spinks with the Oklahoma Municipal League verified
to me by phone that the Hartford Company is rated an A+ company and the Fred
S. James & Company is the third largest insurance broker in the world and
OML gives their "seal of approval" to the coverage provided by the Hartford
Company. jb
ITEM 7: REPORT FROM O.P.W.A. MANAGER.
B. Spencer reported the City has been awarded another grant in regards to the
wastewater treatment plant project. This will amend the grant we have already .-..t
been awarded. The additional amount is $543,168.00 for Innovative/Alternative
Technology that is being used in constructing the treatment faculity. A letter
from Jon Nelson, the engineer, is also included in the Trustee's packet to
keep them informed of the status of the project.
ITEM 8: REPORT FROM O.P.W.A. ATTORNEY.
None
ITEM 9: STATUS REPORT ON WASTEWATER TREATMENT PLANT PROJECT.
Mr. Jon Nelson was not present. This will be tabled to the February 3, 1987
meeting.
ITEM 10: NEW BUSINESS.
None
ITEM 11: VOTE TO ADJOURN.
With there being no further business coming before the Trustees, Chairman Wood
asked for a motion to adjourn.
A motion was made by B. Spencer, seconded by V. Stockler, to adjourn.

NAY: None
MOTION: Carried 4-0
