HomeMy WebLinkAbout1987.10.20_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY PAGE ONE OCTOBER 20, 1987 On Tuesday, October 20, 1987 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 16, 1987. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:47 p.m. with Chairman Stockler presiding. ITEM 2: ROLL CALL. PRESENI: Von Stockler, Chairman Mark Thompson, Vice -Chairman Patricia Marlar, Trustee Stacy Lamb, Trustee John Phillips, Trustee Rodney Ray, City Manager Ronald Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None ITEM 3: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF OCTOBER 6, 1987. A motion was made by M. Thompson, seconded by P. Marlar, to approve the minutes of October 6, 1987 as written by reference made a part hereof. AYE: Thompson, Marlar, Lamb, Phillips, Stockler NAY: None MOTION: Carried 5-0 ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS. A motion was made by S. Lamb, seconded by P. Marlar, to approve the warrants as follows: (1) $65,968.31 (2) Payroll $13,858.67. AYE: Lamb, Marlar, Phillips, Thompson, Stockler NAY: None MOTION: Carried 5-0 OWASSO PUBLIC WORKS AUTHORITY PAGE TWO OCTOBER 20, 1987 ITEM 5: CONSIDERATION AND VOTE TO AUTHORIZE THE CHAIRMAN TO ENTER INTO A CONTRACTUAL AGREEMENT BETWEEN THE O.P.W.A. AND WILLIAMS REFUSE EQUIPMENT IN THE AMOUNT OF $4,875.00 FOR THE PURCHAS4E OF ONE HUNDRED 90 GALLON POLYCARTS. Mr. Ray reviewed this item With the Trustees stating as requested previously by the Trustees the Staff has advertised for bids. Two bids were received and opened on October 12, 1987. Staff has reviewed the bids and has found the unit prices lower than the current charges. His recommendation to the Trustees is to award the contract to Williams Refuse Equipment for $4,87S.00. A motion was made by M. Thompson, seconded by P. Marlar, to award the contract to Williams Refuse Equipment for $4,875.00 for one hundred polycarts. AYE: Thompson, Marlar, Lamb, Phillips, Stockler NAY: None MOTION: Carried 5-0 ITEM 6: CONSIDERATION AND VOTE TO AUTHORIZE THE CITY MANAGER TO EXPEND FUNDS NOT TO EXCEED $1,131.00 FOR THE PURCHASE OF A HEATING COMPONENT FOR THE CITY CAR WASH OPERATION. Mr. Ray stated the heating unit became inoperable last year and has not worked properly since. This is not effective in cleaning and preventing rust problems. This wil be a 100 gallon, 199,900 BTUH input water heater. This is a budgeted item at $1,500.00. A motion was made by M. Thompson, seconded by S. Lamb, to approve the purchase of the above requested item. AYE: Thompson, Lamb, Phillips, Marlar, Stockier NAY: None MOTION: Carried 5-0 ITEM 7: CONSIDERATION AND VOTE ON A REQUEST BY THE CITY MANAGER TO TRANSFER FUNDS IN THE AMOUNT OF $6,000.00 FROM O.P.W.A. OPERATING SURPLUS 1-0 THE CITY OF OWASSO GENERAL FUND FOR THE PURPOSE OF REIMBURSING THE CITY FOR A CONTRIBUTION TO THE OWASSO HISTORICAL SOCIETY. Mr. Ray stated on September 1, 1987 the Council voted to co-sponsor a building fund for the Society. It was a concensus at the time the reimbursement should be from O.P.W.A, since property acquisition is an allowable expenditure. A motion was made by M. Thompson, seconded by P. Marlar, to approve the transfer of $6,000.00 from O.P.W.A. to the General Fund for reimbursement. Mr. Ray gave a progress report on the sewer treatment plant construction. ITEM 10: REPORT FROM O.P.W.A. ATTORNEY. None ITEM 11: NEW BUSINESS. None ITEM 12: VOTE TO ADJOURN. With there being no further business to be brought before the Trustees, Chairman Stockler asked for a motion to adjourn. A motion was made by M. Thompson, seconded by P. Marlar, to adjourn.
