HomeMy WebLinkAbout1987.11.03_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY PAGE ONE NOVEMBER 3, 1987 On Tuesday, November 3, 1987 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 30, 1987. ITEM l: CALL 10 ORDER. The meeting was called to order at 8:07 p.m. with Chairman Stockler presiding. ITEM 2 : ROLL CALL. PRESENT: Von Stockler, Chairman Mark Thompson, Vice -Chairman Patricia Marlar, Trustee Stacy Lamb, Trustee John Phillips, Trustee Rodney Ray, City Manager Ronald Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None ITEM 3: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF OCTOBER 20, 1987. A motion was made by S. Lamb, seconded by M. Thompson, to approve the minutes of October 20, 1987 as written by reference made a part hereof. AYE: Lamb, Thompson, Marlar, Phillips, Stockler NAY: None MOTION: Carried 5-0 I1EM 4: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS. A motion was made by J. Phillips, seconded by M. Thompson, to approve the warrants as follows: (1) $1S,141.01 (2) Payroll $13,124.49. AYE: Phillips, Thompson, Marlar, Lamb, Stockler NAY: None MOTION: Carried 5-0 OWASSO PUBLIC WORKS AUTHORITY PAGE TWO NOVEMBER 3, 1987 ITEM 5: CONSIDERATION AND VOTE ON RESOLUTION NO. 87-05. A RESOLUTION TO ESTABLISH CERTAIN FEES AND DEPOSITS AS CONDITIONS TO PROVIDING SERVICES TO CUSTOMERS OF THE OWASSO PUBLIC WORKS AUTHORITY. THIS ITEM INCLUDES A REQUEST FOR AN INCREASE OF $10.00 IN DEPOSIT CHARGES AND ADDITIONS OF (1) $10.00 TRANSFER FEE, (2) $10.00 INSTALLATION FEE AND (3) $5.00 SERVICE CHARGE TO RE -READ A WATER METER AT THE CUSTOMER'S REQUEST. Mr. Ray presented this item to the Trustees stating the staff has reviewed the current charges and have requested the above increases and additions. He further stated he would ask for item 1 and 2 be strickened from the Resol- tion and item 3 be changed to state a $5.00 charge will be assessed after the second request for a meter re -read. He recommended the approval of this Re- solution with his stated changes. A motion was made by J. Phillips, seconded by M. Thompson, to approve Resolu- tion No. 87-05 as amended. AYE: Phillips, NAY: None MOTION: Carried Thompson, Marlar, Lamb, Stockler 5-0 ITEM 6: UPDATE FROM CITY MANAGER CONCERNING ONGOING STUDY OF OWASSO'S TRASH COLLECTION SYSTEM AND ALTERNATIVE PLANS TO INCREASE EFFECT- IVENESS AND TO EFFECT COST SAVINGS MEASURES. Mr. Ray gave the Trustees a report including a written financial statement showing the revenue and expenditures of the refuse service for the last twelve months of operation. He stated the study is coming to the point of him being able to come forth within the next few months with some solid recommendations of daily operating changes and improvements. He continued by stating he has been working on a plan to guarantee the City a site to dispose of our refuse with reasonable tipping fees. ITEM 7: UPDATE FROM CITY MANAGER CONCERNING PROGRESS ON THE WASTEWATER TREATMENT PLANT. Mr. Ray gave a briefing on the progress stating he was extremely pleased with the progress and the cooperative nature of the contractor and the engineering firm. OWASSO PUBLIC WORKS AUTHORITY PAGE THREE NOVEMBER 3, 1987 ITEM 8: REPORT FROM O.N.W.A. MANAGER. None ITEM 9: REPORT FROM O.P.W.A. ATTORNEY. None ITEM 10: NEW BUSINESS. Chairman Stockler announced the calling of a Special Meeting of the Authority on November 17th at 11:30 a.m. for the sale of revenue bonds. He directed the Secretary to post the public notice. ITEM 11: CONSIDERATION AND VOTE ON REQUEST FOR EXECUTIVE SESSION: PERSONNEL. Mr. Ray stated he has made this request in regards to the dicipline of an employee. A motion Was made by M. Thompson, seconded by V. Stockler, to approve the request for an Executive Session. AYE: Thompson, Stockler, Marlar, Lamb, Phillips NAY: None MOTION: Carried 5-0 Meeting Was recessed at 8:22 p.m. and reconvened at 9:00 p.m. Chairman Stockler stated no action Will be taken on Item 11 at this time. PAGE FOUR NVOEMBER 3, 1987 With there being no further business to be brought before the Trustees, Chair Stockler asked for a motion to adjourn. A motion Was made by J. Phillips, seconded by S.
