HomeMy WebLinkAbout1989.08.15_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY AUGUST 15, 1989 On Tuesday, August 15, 1989 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, August 11, 1989. ITEM 1: CALL TO ORDER. The meeting was called to order at 8:00 P.M. with Chairman Marlar presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Chairman Marlar. ITEM 3: ROLL CALL. PRESENT: Patricia Marlar, Chairman Mark Thompson, Vice Chairman Stacy P. Lamb, Trustee Von E. Stockler, Trustee Rodney J. Ray, City Manager Kirby Crowe, O.P.W.A. Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: John P. Phillips, Trustee A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES OF AUGUST 1, 1989. A motion was made by M. Thompson, seconded by S. Lamb, to approve the minutes, as written, by reference hereto. AYE: Thompson, Lamb, Stockler, Marlar NAY: None MOTION: Carried 4-0 OWASSO PUBLIC WORKS AUTHORITY ITEM 5: REQUEST APPROVAL OF THE WARRANTS. AUGUST 15, 1989 A motion was made by S. Lamb, seconded by V. Stockler, to approve the warrants and addendum as follows: (1) $9,927.77 and (2) Payroll $19,310.34. AYE: Lamb, Stockler, Thompson, Marlar NAY: None MOTION: Carried 4-0 ITEM 6: REQUEST FOR TRUSTEE APPROVAL OF AN OFFER TO THE OKLAHOMA NATIONAL GUARD FOR THE TRANSFER OF CERTAIN REAL PROPERTY FROM THE CITY OF OWASSO TO THE OKLAHOMA MILITARY DEPARTMENT FOR THE LOCATION OF STATE MILITARY FACILITIES. Mr. Ray presented this item to Council stating it appears the Oklahoma National Guard has selected Owasso as the site for a multi -use facility. The City has received a verbal request for a letter of intent indicating our willingness to donate a tract of land. This will begin the official process. The land under consideration is a seven acre tract located between South Birch Street and South Cedar Street in the area of the City's maintenance facility. Mr. Ray recommended the Council authorize the Mayor to inform the Oklahoma Military Department of our intent to donate a tract of land to the State of Oklahoma for the sole purpose of locating facilities upon such property. He further recommended the initial offer be conditioned upon a formal request from the Department that would outline their plans for the site and the inclusion of a reversion clause in any final transfer. After discussion, a motion was made by V. Stockler, seconded by M. Thompson, to authorize the Mayor to inform the Oklahoma Military Department of our intent to donate land as recommended above. AYE: Stockler, Thompson, Lamb, Marlar NAY: None MOTION: Carried 4-0 ITEM 7: REPORT FROM O.P.W.A. MANAGER.
