On Tuesday, October 17, 1989 the Owasso Public Works Authority
met in a regular session in the Council Chambers at the Community
Center per the Notice of Public Meeting and Agenda posted on the
City Hall bulletin board at 4:00 p.m. on Friday, October 13,
1989.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Chairman Marlar
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Chairman Marlar.
ITEM 3: ROLL CALL.
PRESENT: Patricia K. Marlar, Chairman
Mark Thompson, Vice Chairman
Stacy P. Lamb, Trustee
John P. Phillips, Trustee
Von E. Stockler, Trustee

A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES OF October 3, 1989.
A motion was made by M. Thompson, seconded by V. Stockler, to
approve the minutes, as written, by reference hereto.

ITEM 5: REQUEST FOR TRUST AUTHORIZATION TO EXPEND $14 393 63
FOR THE PURPOSE OF RENEWING COMPREHENSIVE MUNICIPAL
LIABILITY INSURANCE WITH THE OKLAHOMA MUNICIPAL
ASSURANCE GROUP.
Mr. Ray presented this item to the Trustees stating this request
is for authorization to renew our annual liability insurance
premium and pay a semi-annual payment.
He recommended approval stating this is one of the absolute best
policies available for cities.
A motion was made by V. Stockler, seconded by M. Thompson, to
approve the expenditure of $14,393.63 for the semi-annual premium
payment as requested.

MOTION: Carried 5-0
ITEM 6: REQUEST APPROVAL OF THE WARRANTS.
A motion was made by V. Stockler, seconded by M. Thompson, to
approve the warrants as follows: (1) $49,773.37 and (.2) Payroll
$19,421.91.

MOTION: Carried 5-0
ITEM 13: REQUEST TRUSTEE AUTHORIZATION FOR THE O P W A ATTORNEY
TO APPROVE JUDGEMENT OF FORECLOSURE IN U.S. VS. COLEE
ET AL. CASE NO. 89-C-058-E. U.S. DISTRICT COURT FOR
THE NORTHERN DISTRICT OF OKLAHOMA.
A motion was made by J. Phillips, seconded by V. Stockler, to
authorize the Mr. Cates to approve judgement of foreclosure as
stated and requested.

ITEM 9: REPORT FROM O.P.W.A. MANAGER.
Mr. Crowe submitted a written report to the Trustees and gave a

brief update report on the 86th Street Project.
ITEM 10: REPORT FROM O.P.W.A. ATTORNEY.
None
ITEM 11: NEW BUSINESS.
None
ITEM 7: PRESENTATION BY OKLAHOMA MILITARY" DEPARTMENT RELATING
TO THE LOCATION OF A NATIONAL GUARD UNIT IN OWASSO.
Chairman Marlar introdued Lt. Col. Bob Merry and his staff. Lt.
Col. Merry gave a brief statement of appreciation and then a
slide presentation was given showing the activities of a National
Guard Unit.
ITEM 8: REQUEST TRUSTEE ACTION ON RESOLUTION NO. 89-02. A
RESOLUTION OF THE O.P.W.A. RESOLVING TO CONVEY A TRACT
OF LAND TO THE OKLAHOMA NATIONAL GUARD AND AUTHORIZING
THE CHAIRWOMAN OF THE O.P.W.A. TO EXECUTE THE NECESSARY
INSTRUMENTS TO ACCOMPLISH THE CONVEYANCE.
Chairman Marlar gave an overview of the work that has been done
to arrive at this point of approving the conveyance of land to
the Oklahoma National Guard for the construction of a maintenance
facility and an armory in Owasso.
The Chairman recommended approval of O.P.W.A. Resolution No. 89-
02 and asked for a motion.
A motion was made by M. Thompson, seconded by V. Stockler, to
approve O.P.W.A. Resolution No. 89-02 conveying a tract of land
the the Oklahoma National Guard and authoizing Chairwoman Marlar
to execute such instruments.
AYE: Thompson, Stockler, Phillips, Lamb, Marlar
NAY: None
MOTION: Carried 5-0
Chairman Marlar stating directly after the meeting all necessary
documents would be signed and sealed to complete the conveyance.

ITEM 12: ADJOURN.
With there being no further business to be brought before the
Trustees, Chairman Marlar asked for a motion to adjourn.
A motion was made by J. Phillips, seconded by S. Lamb, to
adjourn.

Meeting was adjourned at 7:25 p.m.
