On Tuesday, December 19, 1989 the Owasso Public Works Authority
met in a regular session in the Council Chambers at the Community
Center per the Notice of Public Meeting and Agenda posted on the
City Hall bulletin board at 4:00 p.m. on Friday, December 15,
1989.
ITEM 1: CALL TO ORDER.
The meeting.was called to order at 8:36 p.m. with Vice Chairman
Thompson presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Vice Chairman Thompson.
ITEM 3: ROLL CALL.
PRESENT: Mark Thompson, Vice Chairman
Stacy P. Lamb, Trustee
Von E. Stockler, Trustee
John P. Phillips, Trustee
Rodney J. Ray, City Manager
Kirby Crowe, O.P.W.A. Manager
Ronald D. Cates, O.P.W.A. Attorney

ABSENT: Patricia K. Marlar, Chairman
A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES OF DECEMBER 5, 1989.
A motion was made by J. Phillips, seconded by V. Stockler, to
approve the minutes, as written, by reference hereto.
AYE: Phillips, Stockler, Lamb, Thompson

MOTION: Carried 4-0

ITEM 5: REQUEST APPROVAL OF THE WARRANTS.
A motion was made by S. Lamb, seconded by J. Phillips, to
approve the warrants as follows: (1) $10,116.07 and (2) Payroll
$19,707.80.

ITEM 6: REQUEST FOR TRUSTEE APPROVAL FOR THE EMPLOYMENT OF POE
AND ASSOCIATES FOR THE PURPOSE OF DEVELOPING DESIGN AND
CONSTRUCTION SPECIFICATIONS FOR THE IMPROVEMENT OF
SEWER COLLECTION LINES LOCATED ON 8TH STREET.
Mr. Crowe presented this item to the Trustees stating this
portion of our sewer collection system is in poor condition.
Periodic line cleaning has been established to reduce the
frequency of problems. The proposed sewer line work will replace
approximately 500 feet of dilapidated cast iron and clay sewer
lines. Also included is the replacement of all existing manholes
within the area.
To include this line replacement in the upcoming drainage project
requires additional engineering in the amount of $2,000.00 and
would add approximately $23,000.00 to the construction costs.
Mr. Crowe recommended approval of this addition to the drainage
project engineering.
After discussion, a motion was made by S. Lamb, seconded by V.
Stockler, to approve the employment of Poe and Associates for the
purpose of developing design and construction specifications for
the improvement of sewer collection lines located on 8th Street.

ITEM 7: REQUEST FOR TRUSTEE ACTION APPROVING THE GRANTING OF A
UTILITY EASEMENT TO PUBLIC SERVICE COMPANY OF OKLAHOMA
FOR THE PURPOSE OF PROVIDING AN ELECTRICAL POWER SUPPLY
TO THE OWASSO ANIMAL CONTROL SHELTER AND AUTHORIZING
THE CHAIRWOMAN TO EXECUTE SUCH AGREEMENT.
Mr. Ray stated in order to provide electrical service to this
facility the construction of a line is required. PSO will

construct the line, but an easement from the City/O.P.W.A. is
required to enable them to build on our property.
A motion was made by J. Phillips, seconded by S. Lamb, to approve
the granting of an easement to PSO to provide power to the new
Animal Control Facility.

ITEM 8: REPORT FROM O.P.W.A. MANAGER.
Mr. Crowe submitted a written report to the Trustees.
ITEM 9: REPORT FROM O.P.W.A. ATTORNEY.

ITEM 10: NEW BUSINESS.
None
ITEM 11: ADJOURN.
With there being no further business to be brought before the
Trustees, a motion was made by J. Phillips, seconded by V.
Stockler, to adjourn.
