HomeMy WebLinkAbout1990.05.14_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY MAY 14, 1990 On Monday, May 14, 1990 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, May 11, 1990. ITEM 1: CALL TO ORDER. The meeting was called to order at 8:14 p.m. with Chairman Thompson presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Chairman Thompson. ITEM 3: ROLL CALL. PRESENT: Mark Thompson, Chairman John P. Phillips, Vice Chairman Von E. Stockler, Trustee Jason Gittelman, Trustee Patricia K. Marlar, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FOR THE MAY 1. 1990 MEETING. A motion was made by P. Marlar, seconded by V. Stockler, to approve the minutes, as written, by reference hereto. AYE: Marlar, Stockler, Phillips, Gittelman, Thompson NAY: None MOTION: Carried 5-0 1 OWASSO PUBLIC WORKS AUTHORITY MAY 14, 1990 ITEM 5: REQUEST APPROVAL OF THE WARRANTS. A motion was made by J. Phillips, seconded by V. Stockler, to approve the warrants as follows: (1) $20,767.91 and (2) Payroll $18,172.55. AYE: Phillips, Stockler, Gittelman, Marlar, Thompson NAY: None MOTION: Carried 5-0 ITEM 6: REQUEST FOR TRUSTEE APPROVAL OF A STAFF REQUESTED INCREASE IN FEES CHARGED FOR REFUSE COLLECTION AT THE OWASSO RECYCLE AND CONVENIENCE STATION. Mr. Ray presented this item to the Trustees reviewing the proposed rate increases. He stated we will still be charging rates that are lower than area landfills. He requested these fees go into effect July 1, 1990. (See attached Exhibit A for a schedule of rates. jb) A motion was made by V. Stockler, seconded by P. Marlar, to increase the rates as presented with an effective date of July 1, 1990. AYE: Stockler, Marlar, Gittelman, Phillips, Thompson NAY: None MOTION: Carried 5-0 ITEM 7: REQUEST FOR TRUSTEE APPROVAL OF A STAFF RECOMMENDED INCREASE IN UTILITY RATES FOR WATER AND SEWER SERVICE. Mr. Ray presented this item to the Trustees stating this proposed increase is not providing any form of surplus revenue. It is only maintaining the current level of revenue. This request will allow the City of avoid large increases in the future that may be difficult for our citizens to absorb. The City of Tulsa has raised the purchase price we pay for water by one cent per one - thousand gallons effective January 1, 1990. In August of 1988 the City initiated operation of a newly constructed wastewater treatment plant. Rates were established based on anticipated operational cost and it is now apparent the cost of operations will exceed those projections. Mr. Ray recommended approval of both increases based on the above information. (See attached Exhibit B for a schedule of rates. jb) A motion was made by P. Marlar, seconded by V. MANAGER. None ITEM 9: REPORT FROM O.P.W.A. ATTORNEY. None ITEM 10: NEW BUSINESS. None ITEM 11: ADJOURN. With there being no further business to be brought before the Trustees, a motion was made by J. Phillips, seconded by V. Stockler, to adjourn. Increased Rates $5.97 for the first 1,000 gallons used, and $2.34 per 1,000 gallons after the first 1,000. and for rural customers; $11.37 for the first 1,000 gallons used, and $4.34 per 1,000 gallons after the first 1,000. SEWER RATES Current Rates $1.25 minimum per month, and $0.92 per 1,000 gallons, averaged during winter. Increased Rates $1.83 minimum per month, and $0.96 per 1,000 gallons, averaged during winter.
