MARCH 5, 1991
On Tuesday, March 5, 1991 the Owasso Public Works Authority met
in a regular session in the Council Chambers at the Community
Center per the Notice of Public Meeting and Agenda posted on the
City Hall bulletin board at 4:00 p.m. on Friday, March 1, 1991.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:08 p.m. with Chairman
Thompson presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Chairman Thompson.
ITEM 3: ROLL CALL.
PRESENT: Mark Thompson, Chairman
John P. Phillips, Vice Chairman
Von E. Stockler, Trustee
Patricia K. Marlar, Trustee
Jason Gittelman, Trustee
Rodney J. Ray, City Manager
Ronald D. Cates, O.P.W.A. Attorney
Jane Buchanan, Secretary
ABSENT: None
A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE FEBRUARY 19
1991 MEETING.
A motion was made by P. Marlar, seconded by V. Stockler, to
approve the minutes as written, by reference hereto.
AYE: Marlar, Stockler, Gittelman, Phillips, Thompson
NAY: None

ITEM 5: REQUEST APPROVAL OF THE WARRANTS.
A motion was made by V. Stockler, seconded by J. Gittelman, to
approve the warrants as follows: (1) $79,962,35 and (2) Payroll
$15,092.00.
AYE: Stockler, Gittelman, Marlar, Phillips, Thompson
NAY: None
MOTION: Carried 5-0
ITEM 6: REQUEST FOR TRUSTEE ACTION ON THE PURCHASE OF ONE (1)
DITCH WITCH VIBRATING PLOW FOR USE IN THE WATER
DEPARTMENT.
Mr. Nicholson stated the bid opening on this item was held on
February 19th with bids being submitted by the following vendors:
(1) Ditch Witch of Oklahoma in Edmond $6,446.00; (2) The Charles
Machine Works, Inc. in Perry $6,420.00; and (3) Ditch Witch of
Tulsa $6,083.00.
Mr. Nicholson stated this piece of equipment will be used in the
installation of remote water meters and is a budgeted item in the
current year's budget. He recommended accepting the low bid from
Ditch Witch of Tulsa in the amount of $6,083.00.
A motion was made by P. Marlar, seconded by J. Gittelman, to
approve the purchase of one Ditch Witch vibrating plow from Ditch
Witch of Tulsa in the amount of $6,083.00.

ITEM 7: CITIZEN REQUEST FOR REVIEW AND ADJUSTMENT OF CITY
UTILITY CHARGES.
Mr. Marvin Pece addressed the Trustees stating since he last
addressed the Trustees concerning his water bill a new meter was
installed and he is satisfied with the readings. He did again
request his bill be adjusted during his large usage months.
Mr. Ray stated the staff has spent a lot of time working on this
request and discussing the matter with Mr. Pece. His meter has
consistently been read and reread to ensure correctness. Leaks
have been investigated and the previous meter has been calibrated
to ensure accuracy. The staff contends all of Mr. Pece's
readings have been correct and it is the staff's position that

Mr. Pece used the water he was billed for and that he should be
charged for that usage and the staff further takes the position
that the reason his water usage is now lower is due to meter
tampering.
After discussion by the Trustees, a motion was made by P. Marlar,
seconded by V. Stockler, to refer this item back to the staff to
pursue under the existing policies and determine if an adjustment
can be made under those policies.

ITEM 8: REPORT FROM O.P.W.A. MANAGER.

ITEM 9: REPORT FROM O.P.W.A. ATTORNEY.
None
ITEM 10: NEW BUSINESS.
None
ITEM 11: ADJOURN.
With there being no further business to be brought before the
Trustees, a motion was made by V. Stockler, seconded by J.
Phillips, to adjourn.
