MAY 21, 1991
On Tuesday, May 21, 1991 the Owasso Public Works Authority met in
a regular session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin board at 4:00 p.m. on Friday, May 17, 1991.
ITEM 1: CALL TO ORDER
The meeting was called to order at 8:55 p.m. with Chairman
Phillips presiding.
ITEM 2. FLAG SALUTE.
The flag salute was held during the City Council meeting
preceding this meeting.
ITEM 3: ROLL CALL.
PRESENT: John Phillips, Chairman
Patricia K. Marlar, Vice Chairman
Mark Thompson, Trustee
Bob Randolph, Trustee
Jason Gittelman, Trustee
Rodney J. Ray, City Manager
Ronald D. Cates, O.P.W.A. Attorney
Jane Buchanan, Secretary
ABSENT: None
A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE MAY 7 1991
MEETING_
A motion was made by P. Marlar, seconded by J. Gittelman, to
approve the minutes as written, by reference hereto.

ITEM 5: REQUEST APPROVAL OF THE CLAIMS.
A motion was made by M. Thompson, secoidde57by4P andMarlar,
Patoroll
approve the warrants as follows: (1) $
$15,829.69.

MOTION: Carried 5-0
ITEM 6. REQUEST FOR APPROVAL OF AN INCREASE IN THE FEES CHARGED
BY THE AUTHORITY FOR INSTALLING WATER TAPS.
Mr. Charles Nicholson, the Director of Water and Wastewater,
presented this item to the Trustees stating the current fee for a
3/4" residential water tap has not been adjusted since 1977. He
stated the cost of labor and materials for installing these taps
has increased substantially. The cost of installing a tap now id
$274.00.
He continued by stating he has done a comparison study of fees
charged in surrounding cities. The average tap fee is $400.00.
He asked the Trustees to raise the water meter tap fee to
$350.00. The fee will be the same for installation inside and
outside the city limits.
A motion was made by P. Marlar, seconded by J. Gittelman, to
approve the fee increase to $350.00 for installing residential
water taps inside and outside the city limits.

ITEM 7: REQUEST FOR TRUSTEE APPROVAL OF FISCAL 1990-1991
SUPPLEMENTAL APPROPRIATIONS TO VARIOUS DEPARTMENTS
WITHIN THE O.P.W.A.
Mr. Ray requested the O.P.W.A. Fund expenses be increased as
follows: (1) Water Department $180,000.00; (2) Wastewater
$38,000.00; and (3) Recycle Center $14,500.00. This will be a
total increase of $232,500.00. He requested an increase in
O.P.W.A. Fund revenue of $168,000.00. He gave
apbrief explanation
of the reasons for the requested supplemental

A motion was made by P. Marlar, seconded by J. Gittelman, to
approve the supplemental appropriations to the budget as
outlined.

With there being no further business to be brought before the
Trustees, a motion was made by J. Gittelman, seconded by P.
Marlar, to adjourn.
