HomeMy WebLinkAbout1991.06.04_OPWA Minuteswr 0 OWASSO PUBLIC WORKS AUTHORITY JUNE 4, 1991 On Tuesday, June 4, 1991 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, May 31, 1991. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:05 p.m. with Chairman Phillips presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Chairman Phillips. ITEM 3: ROLL CALL. PRESENT: John Phillips, Chairman Patricia K. Marlar, Vice Chairman Mark Thompson, Trustee Bob Randolph, Trustee Jason Gittelman, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE MAY 21 1991 MEETING. A motion was made by M. Thompson, seconded by P. Marlar, to approve the minutes as written, by reference hereto. AYE: Thompson, Marlar, Gittelman, Randolph, Phillips NAY: None MOTION: Carried 5-0 1 OWASSO PUBLIC WORKS AUTHORITY JUNE 4, 1991 ITEM 5: REQUEST APPROVAL OF THE CLAIMS. A motion was made by M. Thompson, seconded by P. Marlar, to approve the warrants as follows: (1) $78,375.56 and (2) Payroll $15,684.58. AYE: Thompson, Marlar, Randolph, Gittelman, Phillips NAY: None MOTION: Carried 5-0 ITEM 6: WITHEWASTEWATER SERVICES TATION OF REPORT EINTTHE 900ING TO ABLOCK POFENORTPROBLEMS H ASH STREET. Mr. Charles Nicholson, the Director of Water and Wastewater, presented this item to the Trustees stating in April the citizens on North Ash Street reported raw sewage in portions of the storm sewer system. The problem is with the area of three residential properties. The sanitary sewer lines cross through the storm sewer at 805 North Ash, 807 North Ash, and 901 North Ash. These areas have been smoke tested and the problem is located at 901 North Ash in the residential service line. The line was repaired and the owner of the property was billed $276.40. Mr. Nicholson concluded by stating the other two residential lines are not in need of repair and he is comfortable that the problem has been corrected. ITEM 7: REQUEST FOR TRUSTEE ACCEPTANCE OF A $10.000.00 OIL RECYCLING GRANT FOR THE STATE DEPARTMENT OF HEALTH FOR THE PURPOSE OF EXPANDING THE RECYCLE CENTER FACILITIES. Mr. Ray stated the grant has been awarded to Trust for the expansion of the Center and recommended acceptance of the grant by the Trustees. A motion was made by M. Thompson, seconded by B. Randolph, to accept the oil recycling grant in the amount of $10,000.00. AYE: Thompson, Randolph, Gittelman, Marlar, Phillips NAY: None MOTION: Carried 5-0 2 OWASSO PUBLIC WORKS AUTHORITY JUNE 4, 1991 ITEM 8: REQUEST FOR TRUSTEE ACTION TO SCHEDULE A SPECIAL JOINT SESSION WITH THE CITY COUNCIL ON JUNE 11 199 -FOR THE PURPOSE OF CONDUCTING A PUBLIC HEARING FOR THE PRESENTATION OF THE PROPOSED FY 1992 ANNUAL BUDGET. A motion was made by M. Thompson, seconded by P. Marlar, to schedule a special joint session to hold a Public Hearing on June 11, 1991 for budget presentation. AYE: Thompson, Marlar, Gittelman, Randolph, Phillips NAY: None MOTION: Carried 5-0 ITEM 9: PRESENTATION OF CAPITAL IMPROVEMENTS COMMITTEE'S FINAL REPORT AND REQUEST FOR TRUSTEE ADOPTION OF THE RECOMMENDATIONS CONTAINED WITHIN THE REPORT. Mr. Steve Compton gave the Trustees as review of the report and reviewed some of the important recommendations. The most significant recommendation is to establish an OPWA Capital Improvements Fund. After discussion, a motion was made by M. Thompson, seconded by J. Gittelman, to accept the report as presented. AYE: Thompson, Gittelman, Randolph, Gittelman, Phillips NAY: None MOTION: Carried 5-0 ITEM 10: REPORT FROM O.P.W.A. MANAGER. None ITEM 11: REPORT FROM O.P.W.A. ATTORNEY. None ITEM 12: UNFINISHED BUSINESS None 3 OWASSO PUBLIC WORKS AUTHORITY JUNE 4, 1991 ITEM 13: NEW BUSINESS. Ms. Marlar stated she had been receiving phone calls to see if there was going to be any mosquito spraying this year. Mr. Ray stated Tulsa County Health Department does the spraying and he will call to see what the procedure is or to see if the City can use their machines. ITEM 14: ADJOURN. With there being no further business to be brought before the Trustees, a motion was made by P. Marlar, seconded by J. Gittelman, to adjourn.
