ITEM 8: REQUEST TRUSTEE APPROVAL AND AWARD OF CONTRACT IN THE
AMOUNT OF $4,750.00 TO MISER ASPHALT COMPANY FOR THE
PURPOSE OF CONSTRUCTING AN ASPHALTIC CONCRETE PARKING LOT
AND WORK AREA FOR THE OWASSO WATER DEPARTMENT.
Mr. Ray presented this item stating at the last meeting all initial
bids were rejected and the project was to be rebid using "downsized
specifications". The specifications were redesigned and quotes
were solicited from the contractors.
He continued by stating he met with Mr. Randy Miser to negotiate a
final price for the project. Mr. Miser agreed to lay the asphalt
in two "lifts" of two inches each, to lay the second "lift" within
twenty-four hours of the first, and to provide type "B" asphalt
rather than type "C". While this is not the lowest bid, Mr. Ray
stated the staff used a set criteria to review all proposals and
the consensus was this is the "best" bid. This proposal is only
five percent higher ($240.00) than the lowest proposal.
He recommended awarding the contract to Miser Asphalt in the amount
of $4,750.00.
After discussion by the Trustees, a motion was made by M. Thompson,
seconded by B. Randolph, to award the contract to Miser Asphalt
