HomeMy WebLinkAbout1991.10.15_OPWA Minutes1 OWASSO PUBLIC WORKS AUTHORITY OCTOBER 15, 1991 On Tuesday, October 15, 1991 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 11, 1991. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:16 p.m. with Chairman Phillips presiding. ITEM 2: FLAG SALUTE. The flag salute was held during the City Council meeting preceding this meeting. ITEM 3: ROLL CALL. PRESENT: John Phillips, Chairman Patricia Marlar, Vice Chairman Mark Thompson, Trustee Bob Randolph, Trustee Jason Gittelman, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE OCTOBER 1 1991 MEETING. A motion was made by M. Thompson, seconded by P.Marlar, to approve the minutes as written, by reference hereto. AYE: Thompson, Marlar, Randolph, Gittelman, Phillips NAY: None MOTION: Carried 5-0 1 OWASSO PUBLIC WORKS AUTHORITY OCTOBER 15, 1991 ITEM 5: REQUEST APPROVAL OF THE CLAIMS. M0 A motion was made by P. Marlar, seconded by M. Thompson, to approve the claims as follows: (1) $24,168.90 and (2) Payroll $17,884.45. AYE: Marlar, Thompson, Randolph, Gittelman, Phillips NAY: None MOTION: Carried 5-0 ITEM 6: REQUEST TRUSTEE APPROVAL AND AWARD OF CONTRACT IN THE AMOUNT OF $5,185.49 TO KATADYN SYSTEMS INC. FOR THE PURCHASE OF 168 "ULTRAVIOLET DISINFECTION REPLACEMENT LAMPS" TO BE USED AT THE WASTEWATER TREATMENT PLANT. BID OPENING WAS HELD ON OCTOBER 2, 1991. Mr. Nicholson stated bids were opened and two bids were received: (1) Katadyn Systems, Inc. $5,185.49 and (2) Trojan Technologies, Inc. $5, 679.00. Both bids met specifications and he recommended awarding the bid to the lowest bidder, Katadyn Systems, Inc. A motion was made by P. Marlar, seconded by M. Thompson, to award the contract to Katadyn Systems, Inc. in the amount of $5,185.49. AYE: Marlar, Thompson, Randolph, Gittelman, Phillips NAY: None MOTION: Carried 5-0 ITEM 7: REQUEST TRUSTEE APPROVAL AND AWARD OF CONTRACT IN THE AMOUNT OF $8,519.05 TO WATER PRODUCTS OF OKLAHOMA INC FOR THE PURCHASE OF WATER SET AND MATERIALS IN BULK QUANTITY FOR USE IN THE WATER DEPARTMENT. BID OPENING WAS HELD ON OCTOBER 9, 1991. Mr. Nicholson stated three bids were received : (1) Utility Supply Company $9,186.70, (2) Arkansas Meter & Supply Company $9,138.75, and (3) Water Products of Oklahoma $8,519.05. All bids met specifications and he recommended awarding the contract to the lowest bidder, Water Products of Oklahoma, Inc. in the amount of $8, 519.05. A motion was made by M. Thompson, seconded by B. Randolph, to award the contract to Water Products of Oklahoma, Inc. in the amount of $8,519.05. AYE: Thompson, Randolph, Marlar, Gittelman, Phillips NAY: None MOTION: Carried 5-0 2 OWASSO PUBLIC WORKS AUTHORITY OCTOBER 15, 1991 ITEM 8: REQUEST TRUSTEE APPROVAL AND AWARD OF CONTRACT IN THE AMOUNT OF $4,750.00 TO MISER ASPHALT COMPANY FOR THE PURPOSE OF CONSTRUCTING AN ASPHALTIC CONCRETE PARKING LOT AND WORK AREA FOR THE OWASSO WATER DEPARTMENT. Mr. Ray presented this item stating at the last meeting all initial bids were rejected and the project was to be rebid using "downsized specifications". The specifications were redesigned and quotes were solicited from the contractors. He continued by stating he met with Mr. Randy Miser to negotiate a final price for the project. Mr. Miser agreed to lay the asphalt in two "lifts" of two inches each, to lay the second "lift" within twenty-four hours of the first, and to provide type "B" asphalt rather than type "C". While this is not the lowest bid, Mr. Ray stated the staff used a set criteria to review all proposals and the consensus was this is the "best" bid. This proposal is only five percent higher ($240.00) than the lowest proposal. He recommended awarding the contract to Miser Asphalt in the amount of $4,750.00. After discussion by the Trustees, a motion was made by M. Thompson, seconded by B. Randolph, to award the contract to Miser Asphalt Company in the amount of $4,750.00 as recommended. AYE: Thompson, Randolph, Gittelman, Marlar, Phillips NAY: None MOTION: Carried 5-0 ITEM 9: REPORT FROM O.P.W.A. MANAGER. None ITEM 10: REPORT FROM O.P.W.A. ATTORNEY. With there being no further business to be brought before the Trustees, a motion was made by M. Thompson, seconded by B. Randolph, to adjourn.
