HomeMy WebLinkAbout1992.02.04_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY FEBRUARY 4, 1992 On Tuesday, February 4, 1992 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, January 31, 1992. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:03 p.m. with Chairman Phillips presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Chairman Phillips. ITEM 3: ROLL CALL. PRESENT: John Phillips, Chairman Patricia Marlar, Vice Chairman Mark Thompson, Trustee Bob Randolph, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: Jason Gittelman, Trustee A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE JANUARY 21, 1992 MEETING. A motion was made by P. Marlar, seconded by M. Thompson, to approve the minutes as written, by reference hereto. AYE: Marlar, Thompson, Randolph, Phillips NAY: None MOTION: Carried 4-0 1 OWASSO PUBLIC WORKS AUTHORITY FEBRUARY 4, 1992 ITEM 5: REQUEST APPROVAL OF THE CLAIMS A motion was made by M. Thompson, seconded by B. Randolph, to approve the claims as follows: (1) $91,539.11 and (2) Payroll $15,925.67. AYE: Thompson, Randolph, Marlar, Phillips NAY: None MOTION: Carried 4-0 ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO AWARD A CONTRACT TO WATER PRODUCTS OF OKLAHOMA IN THE AMOUNT OF $6 995 00 FOR THE BULK PURCHASE OF 100 WATER METERS AS PER BID SPECIFICATIONS Mr. Charles Nicholson presented this item stating at the last meeting this request was made and objection were voiced by Mr. Richard Brant stating the bid specifications allowed for a sole source bid. With that the Trustees deferred the item so further information could be obtained. Mr. Nicholson presented a letter to the Trustees from another manufacturer stating their equipment is compatible with the bid specifications. With this information, he requested the Trustees award the contract to Water Products of Oklahoma for the bulk purchase of water meters. After discussion, a motion was made by M. Thompson, seconded by P. Marlar, to award a contract to Water Products of Oklahoma in the amount of $6,995.00 for the purchase of 100 water meters. AYE: Thompson, Marlar, Randolph, Phillips NAY: None MOTION: Carried 4-0 ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST BY THE CITY MANAGER THAT THE FIRM OF LEO OPPENHIEM COMPANY INC. BE EMPLOYED BY THE AUTHORITY IN THE CAPACITY OF FINANCIAL ADVISOR FOR THE PURPOSE OF ASSISTING IN THE REVIEW OF CAPITAL NEEDS AND ALTERNATIVE METHODS OF FINANCING SUCH PROJECTS. Mr. Ray presented this item to the Trustees stating we have reached a point that requires someone familiar with debt structuring and the operations of the State Revolving Fund to help us acquire funding for some much needed infrastructure repairs and replacement. 2 OWASSO PUBLIC WORKS AUTHORITY FEBRUARY 4, 1992 He continued by stating Mr. Keith McDonald with Leo Oppenhiem Company, Inc. has the expertise needed to assist the Authority. With this agreement no fees would be paid unless financing is actually delivered. Mr. Cates stated he had reviewed the agreement and prepared an addendum to the agreement naming Mr. McDonald as the "Key Man" within this agreement since it is his expertise we are wanting. After discussion, a motion was made by P. Marlar, seconded by B. Randolph, to approve the agreement and the addendum with Leo Oppenhiem Company, Inc. naming Mr. Keith McDonald as the "key man" in assisting the Authority receive funding for capital needs. AYE: Marlar, Randolph, Thompson, Marlar NAY: None MOTION: Carried 4-0 ITEM 8: REPORT FROM O.P.W.A. MANAGER. None rITEM 9: REPORT FROM O.P.W.A. ATTORNEY. r None ITEM 10: UNFINISHED BUSINESS. None ITEM 11: NEW BUSINESS. None ITEM 12: ADJOURN. With there being no further business to be brought before the Trustees, a motion was made by B. Randolph, seconded by P.
