On Tuesday, April 7, 1992 the Owasso Public Works Authority met in
a regular session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 4:00 p.m. on Friday, April 3, 1992.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 8:25 p.m. with Vice Chairman
Marlar presiding.
ITEM 2: FLAG SALUTE.
The flag salute was held during the City Council meeting preceding
this meeting.
ITEM 3: ROLL CALL.
PRESENT: Patricia Marlar, Vice Chairman
Jason Gittelman, Trustee
Bob Randolph, Trustee
Rodney J. Ray, City Manager
Ronald D. Cates, O.P.W.A. Attorney
Jane Buchanan, Secretary
ABSENT: John Phillips, Chairman
Mark Thompson, Trustee
A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE MARCH 17, 1992
REGULAR MEETING.
A motion was made by B. Randolph, seconded by J. Gittelman, to
approve the minutes as written, by reference hereto.
AYE: Randolph, Gittelman, Marlar
NAY: None

ITEM 5: REQUEST APPROVAL OF THE CLAIMS
A motion was made by J. Gittelman, seconded by B. Randolph, to
approve the claims as follows: (1) $78,588.37 and (2) Payroll
$17,171.94.

ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
DONATION OF EQUIPMENT TO BE UTILIZED BY THE AUTHORITY IN
THE OPERATION OF THE OWASSO RECYCLE CENTER.
Mr. Mike Knebel presented this item to the Trustees stating during
the expansion of the Center currently under construction with the
funding received from the state grant he was inquiring about
containers for the used oil and antifreeze. Texaco is now working
with the private and public sector to provide containers as part of
their recycling efforts. They have offered to furnished the
containers to the city at no charge and in return they asked that
their Texaco logo be located on the containers and the center be
used in their public relation campaigns. This is a cost saving to
the city of approximately $3,000 to $4,000. He requested the
Trustees accept Texaco's offer to supply the Center with one "used
oil" container and one "used antifreeze" container.
A motion was made by B. Randolph, seconded by J. Gittelman, to
accept the donation of containers from Texaco to be used at the
Recycle Center.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR TRUSTEE APPROVAL OF A CONTRACT TO EMPLOY THE
SERVICES OF A PROFESSIONAL ENGINEER FOR THE PURPOSE OF
DESIGNING AND PREPARING CONSTRUCTION PLANS AND
SPECIFICATIONS FOR IMPROVEMENTS TO THE 106TH STREET LIFT
STATION (WASTEWATER)
Mr. Ray asked for this item to be defer so further study could be
made as to the need of this service.

Trustees, a motion was made by B. Randolph, seconded by J.
