HomeMy WebLinkAbout1992.04.21_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY APRIL 21, 1992 On Tuesday, April 21, 1992 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, April 17, 1992. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Vice Chairman Marlar presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Vice Chairman Marlar. ITEM 3: ROLL CALL. PRESENT: Patricia Marlar, Vice Chairman Jason Gittelman, Trustee Bob Randolph, Trustee Mark Thompson, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: John Phillips, Chairman A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE APRIL 7, 1992 REGULAR MEETING. A motion was made by M. Thompson, seconded by B. Randolph, to approve the minutes as written, by reference hereto. AYE: Thompson, Randolph, Gittelman, Marlar NAY: None MOTION: Carried 4-0 1 OWASSO PUBLIC WORKS AUTHORITY APRIL 21, 1992 ITEM 5: REQUEST APPROVAL OF THE CLAIMS A motion was made by M. Thompson, seconded by B. Randolph, to approve the claims as follows: (1) $13,943.32 and (2) Payroll $16,977.83. AYE: Thompson, Gittelman, Randolph, Marlar NAY: None MOTION: Carried 4-0 ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD IF CONTRACTS FOR THE PURPOSE OF PROVIDING WATER METER READING SERVICE TO THE AUTHORITY. Mr. Ray presented this item stating in August of 1988 a six month pilot project for the privatization of water meter services was started and proved successful. Individual contracts were awarded to five individuals in May of 1989. It is cost effective and increases the efficiency of our work force. These contracts were advertised again in January of 1992 with the Authority paying forty-five cents per meter. Thirty-two bids were received. The staff reviewed all bids and evaluated them based on interviews with the bidders. He stated these contracts will begin May 1, 1992 and will be renewed yearly based on performance. He recommended the following contractors for the Trustees consideration: Renew the contracts of Bobby Taylor, Oscar McLaurin and Michael Kaiser and offer contracts to Chad Stuckey, Steve Richards and Kenneth Morgan as new readers. A motion was made by B. Randolph, seconded by M. Thompson, to award contracts to the six individuals as recommended. AYE: Randolph, Thompson, Gittelman, Marlar NAY: None MOTION: Carried 4-0 ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR THE PURCHASE OF A UTILITY BED FOR INSTALLATION ON A ONE TON TRUCK RECENTLY PURCHASED BY THE WATER DEPARTMENT. Mr. Nicholson presented this item to the Trustees stating verbal quotes were received from three vendors that could furnish a utility bed that could accommodate a two ton auto crane. He stated only one proposal was received that was capable of handling the auto crane. He requested Trustee approval to purchase a one ton a1 OWASSO PUBLIC WORKS AUTHORITY APRIL 21, 1992 utility bed from Truk Quip Tulsa Body Works in the amount of $3,375.00. After discussion and questions, a motion was made by M. Thompson, seconded by B. Randolph, to approve the purchase of a utility bed from Truk Quip Tulsa Body Works in the amount of $3,375.00. AYE: Thompson, Randolph, Gittelman, Marlar NAY: None MOTION: Carried 4-0 ITEM 8: REPORT FROM O.P.W.A. MANAGER. None ITEM 9: REPORT FROM O.P.W.A. ATTORNEY. None ITEM 10: UNFINISHED BUSINESS. None ITEM 11: NEW BUSINESS. None ITEM 12: ADJOURN. With there being no further business to be brought before the Trustees, a motion was made by B. Randolph, seconded by M. Thompson, to adjourn.
